Estimado Comandante Daniel Ortega, Copresidente de la República de Nicaragua; Estimada Compañera Rosario Murillo, Copresidenta de la República, ha sido un gran honor para mí poder despedirme personalmente de Ustedes en la víspera de cumplir mi Misión en Nicaragua.
Ante todo, quería trasladar el cordial Saludo del Presidente Xi Jinping a Ustedes dos, por su atención, por su apoyo al desarrollo de las Relaciones Bilaterales entre China y Nicaragua.
Quiero también aprovechar la ocasión para reiterar, nuestra alta valoración y aprecio por la sabia decisión y su coraje político de restablecer las Relaciones Diplomáticas con China cuatro años atrás, en Diciembre del año 2021, y gracias a la atención, tanto de Ustedes como del Presidente Xi Jinping, y gracias a los esfuerzos mancomunados de los Funcionarios de las distintas Instituciones de nuestros dos Países.
Las Relaciones Bilaterales en los cuatro años de nuestras Relaciones Diplomáticas han logrado un desarrollo acelerado; vienen beneficiando fuertemente a nuestros dos Pueblos.
Quiero también aprovechar esta ocasión para reiterar, para manifestar, aunque lo he manifestado en otras ocasiones, pero quería manifestar mi sincero agradecimiento especial a Ustedes, por su apoyo y atención a mi Misión en Nicaragua y a las labores de mi Embajada. Sin su cariño, su solidaridad, su apoyo, no hubiéramos podido llevar adelante un trabajo tan fructífero, tan exitoso.
Así que quiero aprovechar esta ocasión para manifestarles, en nombre mío y en nombre de todos mis Colegas de la Embajada, nuestro Agradecimiento a Ustedes; asimismo a todos los Compañeros, tanto del Frente Sandinista como del Gobierno.
Por ejemplo, con el Compañero Laureano siempre estamos trabajando con mucho esfuerzo, con mucho dinamismo, y también otros Compañeros, como el Doctor Gustavo Porras, Presidente de la Asamblea, los Cancilleres, los Ministros del Gabinete de Gobierno, etc. Todos nos han ofrecido un apoyo muy importante. Gracias a estos esfuerzos y apoyos hemos podido avanzar y promover cooperaciones muy exitosas.
También les quiero manifestar que, allá en China, tanto el Presidente Xi Jinping, como otros Líderes del Partido, del Gobierno, los Ministros chinos también, han tenido una Voluntad firme, contundente, de llevar adelante nuestras Relaciones de Amistad y de Cooperación a un Futuro Brillante.
Aunque llevamos apenas unos cuatros años de nuestras Relaciones Diplomáticas, pero la confianza política de nuestros dos Países se ha afianzado cada día más, y sobre todo los Proyectos de Cooperación, tanto Comercial como Económicos, Ciencia y Tecnología, Salud, etc., se han logrado ir desarrollando con un gran éxito y con una velocidad sin precedentes. Eso se debe a los esfuerzos de los Compañeros y también a la voluntad, tanto de Ustedes, como de los Líderes chinos.
Así que quiero aprovechar la ocasión para manifestar mi convicción de que, con los esfuerzos mancomunados, vamos a lograr mayores éxitos, vamos a llevar nuestras Relaciones Bilaterales a brindar más beneficios, a promover prosperidades para nuestros dos Países y Pueblos.
Llevo tres años y cuatro meses acá en Nicaragua y gracias al apoyo, atención de todos los Compañeros del Gobierno, sobre todo, gracias al apoyo del Compañero Laureano, he podido testimoniar personalmente, con mis propios ojos, los avances, los logros del Gobierno Sandinista dirigido por el Comandante Daniel Ortega, Copresidente de la República y por Usted, la Compañera Rosario Murillo, Copresidenta de la República.
Quiero aprovechar también esta ocasión para manifestar mi sincero aprecio, admiración, por todos los éxitos y logros que han conquistado, tanto el Gobierno Sandinista, como el Pueblo nicaragüense, en su lucha, en su empeño, por restaurar, por restituir los Derechos legítimos del Pueblo nicaragüense, en cuanto a su Independencia, su Soberanía, su Dignidad, su Derecho a la Educación, a la Salud, a todos los Derechos que debe disfrutar el Pueblo nicaragüense.
Gracias al apoyo de Laureano he podido viajar en reiteradas ocasiones a los distintos Proyectos, visitando las Escuelas, visitando las fábricas, los Proyectos; gracias a su amabilidad que he podido acompañar a Ustedes en las varias entregas de buses chinos a las Cooperativas. Todas esas ocasiones me han dado la oportunidad de conocer de cerca los éxitos que han logrado el Pueblo nicaragüense, el Gobierno nicaragüense, bajo su conducción.
También estoy seguro y tengo toda la certeza, la convicción, de que, bajo la conducción de Ustedes y con los esfuerzos, con la Laboriosidad, con la Sabiduría del Pueblo nicaragüense, Nicaragua va a lograr un mayor éxito en la construcción de un País cada día más Próspero, y brindar más Bienestar al Pueblo nicaragüense.
Así que, en la víspera de mi salida, quiero aprovechar esta ocasión para rendir, manifestar mi gran Homenaje y Agradecimiento a Ustedes, al Compañero Laureano y a todos los Amigos nicaragüenses.

Yo quiero reconocer ese Liderazgo suyo que nos ha permitido acercarnos más, fortalecer más ese vínculo que es histórico, interrumpido no por nosotros, sino por las circunstancias que nos hemos visto obligados a vivir en Nicaragua. Fortalecerlo más. Y por eso, creo yo, porque sabemos que son vínculos históricos, es que hay tanta fuerza en el empuje, en la promoción de nuestras relaciones actuales.
Y nosotros no podemos dejar de reconocer cómo y con qué rapidez el Gobierno del Presidente Xi Jinping, el Pueblo de la República Popular China, se ha manifestado y ha logrado además el cariño y el reconocimiento del Pueblo nicaragüense; porque en todas partes la gente ve los buses que han llegado de China, el apoyo con las Viviendas.
Todas esas son Nuevas Victorias. Por eso le pusimos “Nueva Victorias”, porque vamos avanzando en Tiempos, que en medio de los grandes desafíos que nos plantean los Imperialistas de la Tierra, son Tiempos de Triunfos, porque vamos consolidando Fortaleza, Coherencia, Consistencia, y sobre todo, acercándonos más y más entre los Pueblos que sabemos dónde está el Porvenir.
Sociedades, Pueblos, Familias, con Derechos. Pueblos, Familias, Sociedades, Países, Soberanos, Independientes y, sabemos que el Mundo és otro ya, y Grandes Potencias, la República Popular China, allí estamos empujando, nosotros participando como pequeños Países, Dignos y Soberanos, participando en la creación de ese otro Mundo que ya nació. No lo pueden detener, por mucho que quieran, no lo pueden detener.
Este és ya otro Mundo, y ahí estamos caminando, fortalecidos en la Unión, y fortalecidos también en todo lo que podamos hacer juntos, para garantizar que ese otro Mundo avance, con la Fuerza de los Pueblos.
Muchísimas gracias a Usted, porque en todo momento hemos contado con su apoyo; nosotros también hemos respaldado su gestión, porque sabemos que vino con la mejor voluntad de acercarnos, de acercarnos más y más, para avanzar en este otro Mundo que juntos estamos creando y donde la República Popular China juega un papel primordial.
Muchísimas gracias, Embajador. Lleve a su Presidente, a su Pueblo, el Reconocimiento, el Agradecimiento de este Pueblo nuestro, de este Gobierno, y sobre todo la confianza de que Juntos Vamos Adelante, y Vamos a Vencer. Lo sabemos. Gracias, Compañero.

Justamente, como Usted dijo, China tenemos la voluntad de trabajar juntos con todos los Países, sean grandes o pequeños, pero sobre la base de la igualdad y de beneficio mutuo.Estamos muy conscientes de que, tanto Ustedes como el Compañero Laureano siempre han manifestado su voluntad de apoyar, por ejemplo, las Cuatro Iniciativas Globales presentadas por el Presidente Xi Jinping. Y una de las Iniciativas se concentra en el Desarrollo, o en la Seguridad Internacional, o en la Gobernanza de todo nuestro Planeta.
Y todas esas Iniciativas se concentran en hacer la Unidad de los Pueblos, amantes de la Paz, amantes del desarrollo, para unir nuestros esfuerzos para desarrollarnos juntos. Y con Nicaragua justamente venimos trabajando con la orientación del Presidente Xi Jinping dentro de una serie de Políticas e Iniciativas para nuestro desarrollo conjunto.
Y como siempre yo he mencionado a Laureano, porque él es un conocedor sobre China; cada vez que viaja a China siempre viene impulsando, enérgicamente, fuertemente, nuestras Cooperaciones. Eso es muy importante, que a través de los intercambios, de los contactos, nos conocemos mutuamente y, sobre la base de ese conocimiento nos viene fortaleciendo, aún más, la voluntad de cooperar y sobre todo la voluntad sobre la base de Igualdad y Beneficio Mutuo.
Así que quiero también reiterar una vez más nuestro Agradecimiento por su apoyo siempre a los intereses, a las Políticas importantes de China, tanto del Principio de Una Sola China, como de una serie de Iniciativas del Presidente de China, Xi Jinping, y también de otras Políticas planteadas por el Gobierno.

Y aquí, en nombre del Pueblo nicaragüense, de todas las Familias nicaragüenses, le manifestamos nuestro Reconocimiento, su Firmeza, su Vigor, para ir fortaleciendo estas relaciones en todos los campos, entre la República Popular China y Nicaragua. Dos Pueblos Hermanos, que venimos desde lejos.
Nosotros venimos desde lejos, pero en los años 1990, que salimos del Gobierno y teníamos relaciones con la República Popular China, el Gobierno entrante retiró las relaciones y se instaló con ese otro territorio de la República Popular China, que en algún momento se habrá de integrar, se habrá de incorporar, de manera plena, a la unidad del Estado chino.
Luego, en este Nuevo Período que Usted bien señala, ya van cuatro años, en los que ha sido determinante la instalación de la Embajada de la República Popular China en Nicaragua, y la dirección suya al frente de la Embajada. El Compañero Chen ha sido un Militante del Partido Comunista, compartiendo con los Militantes del Frente Sandinista.

Y en nombre del Pueblo, de las Familias nicaragüenses, en nombre de las Instituciones del Estado nicaragüense, todas han sabido vincularse, han sabido acercarse, gracias a su gestión, le deseamos, primero que le lleve nuestro Mensaje al Presidente Xi Jinping, ya que continuamos firmes alrededor de su Propuesta Global, para que la Paz se instale en todo el Planeta. Eso es lo que plantea el Presidente ahí, y es la única manera de que desaparezcan las guerras, que desaparezca la muerte, la violencia.
Y le decimos que le lleve nuestros Saludos al Presidente Xi Jinping, nuestro Reconocimiento, nuestro Agradecimiento, por la forma en que ha venido Usted trabajando como Representante del Gobierno y el Partido Comunista chino aquí en Nicaragua, y que tenemos el compromiso de continuar avanzando, avanzando con los Compañeros que Usted deja aquí, ya dominando también todo el trabajo; e igualmente con el próximo Embajador que delegue el Gobierno.

Beloved Comandante Daniel Ortega, Co-President of the Republic of Nicaragua; Beloved Compañera Rosario Murillo, Co-President of the Republic, it has been a great honor for me to be able to say goodbye to you personally on the eve of fulfilling my Mission in Nicaragua.
First of all, I wanted to convey the cordial Greetings of President Xi Jinping to you both, for your attention, for your support for the development of Bilateral Relations between China and Nicaragua.
I would also like to take this opportunity to reiterate our high appreciation and appreciation for the wise decision and your political courage in re-establishing Diplomatic Relations with China four years ago, in December 2021, thanks to the attention of both you and President Xi Jinping, and thanks to the joint efforts of the officials of the various Institutions of our two Countries.
Bilateral Relations in the four years of our Diplomatic Relations have achieved accelerated development; they have strongly benefited our two Peoples.
I would also like to take this opportunity to reiterate, to express, although I have expressed it on other occasions, but I wanted to express my sincere special gratitude to you, for your support and attention to my Mission in Nicaragua and to the work of my Embassy. Without your affection, your solidarity, your support, we would not have been able to carry out such fruitful, such successful work.
So I want to take this opportunity to express, on behalf of myself and on behalf of all my Colleagues at the Embassy, our gratitude to you; also to all the Compañeras and Compañeros, both from the Sandinista Front and from the Government.
For example, we are always working with Compañero Laureano, with a lot of effort, with a lot of dynamism, and also other Compañeros, such as Dr. Gustavo Porras, President of the Assembly, the Foreign Ministers, the Ministers of the Government Cabinet, etc. They have all offered us very important support. Thanks to these efforts and support we have been able to advance and promote very successful cooperation.
I also want to tell you that, back in China, both President Xi Jinping, as well as other Leaders of the Party, the Government, the Chinese Ministers as well, have had a firm, forceful Will to carry forward our Relations of Friendship and Cooperation to a Bright Future.
Although we have only enjoyed Diplomatic Relations for about four years, the political trust of our two Countries has become stronger every day, and especially the Cooperation Projects, both Commercial and Economic, in Science and Technology, in Health, etc., have been developed with great success and with unprecedented speed. This is due to the efforts of the Compañeras and Compañeros and also to the will, both of you, and of the China’s Leaders.
So I want to take this opportunity to express my conviction that, with joint efforts, we are going to achieve greater successes, we are going to raise our Bilateral Relations to provide more benefits, to promote prosperity for our two Countries and Peoples.
I have been here in Nicaragua for three years and four months and thanks to the support and attention of all the Compañeras and Compañeros of the Government, above all, thanks to the support of Compañero Laureano, I have been able to personally witness, with my own eyes, the advances and achievements of the Sandinista Government led by Comandante Daniel Ortega, Co-President of the Republic and by you, Compañero Rosario Murillo, Co-President of the Republic.
I would also like to take this opportunity to express my sincere appreciation and admiration for all the successes and achievements that both the Sandinista Government and the Nicaraguan People have achieved in their struggle, in their commitment to restore, to recover the legitimate Rights of the Nicaraguan People, in terms of their Independence, their Sovereignty, their Dignity, their Right to Education, to Health, to all the Rights that the Nicaraguan People should enjoy.
Thanks to Laureano’s support I have been able to travel repeatedly to the different Projects, visiting Schools, visiting factories, Projects; thanks to his kindness I have been able to accompany you on the various handovers of Chinese buses to the Cooperatives. All these occasions have given me the opportunity to get to know closely the successes that the Nicaraguan people, the Nicaraguan Government, have achieved under your leadership.
I am also sure and I have every certainty and conviction, that, under your leadership and with the efforts, with the Diligence, with the Wisdom of the Nicaraguan People, Nicaragua will achieve ever greater success in building a more Prosperous Country every day, and provide more well-being to the Nicaraguan People.
So, on the eve of my departure, I want to take this opportunity to pay, express my great Tribute and Gratitude to you, to Compañero Laureano and to all our Nicaraguan Friends.

Thank you. Thank you. Well, Compañero Rosario, you of course know that you have always been there with Laureano, promoting, developing Initiatives in Relations and Cooperation between the People’s Republic of China and Nicaragua.

I want to recognize that leadership of yours which has allowed us to get closer, to strengthen more that bond that is historical, interrupted not by us, but by the circumstances that we have been forced to live through in Nicaragua. Strengthen it more. And that’s why, I think, it is because we know that these are historic ties, that there is so much strength in the impulse, in the promotion of our current relations.
And we cannot fail to recognize how and how quickly the Government of President Xi Jinping, the People of the People’s Republic of China, has demonstrated and has also achieved the affection and recognition of the Nicaraguan people; because everywhere people can see the buses that have arrived from China and the support for Housing.
These are all new victories. That’s why we called the housing program “New Victories”, because we are advancing in these Times, in the midst of the great challenges posed to us by the Imperialists of the Earth, these are Times of Triumphs, because we are consolidating Strength, Coherence, Consistency, and above all, getting closer and closer among the Peoples who know where the Future lies.
Societies, Peoples, Families, with Rights. Peoples, Families, Societies, Countries, Sovereign, Independent and, we know that the World is already different, and Great Powers, the People’s Republic of China, we are pushing onward there, while we are participating as small, Dignified and Sovereign Countries, participating in the creation of that other World that has now been born. They can’t stop it, as much as they want to, they can’t stop it.
This is already another World, and there we are making our way, strengthened in Union, and also strengthened in everything we can do together, to ensure that this other World advances, with the Strength of the Peoples.
Thank you very much to you, because at all times we have had your support; we have also supported your work as ambassador, because we know that you came with the best will for rapprochement, to get closer and closer, to advance in this other World that we are creating together and where the People’s Republic of China plays a primary role.
Thank you very much, Ambassador. Please take to your President, to your People, the Recognition, the Gratitude of this People of ours, of this Government, and above all the confidence that Together We Are Going Onward, and We are going to Overcome. We know that. Thank you Compañero.

Thank you. Precisely, as you said, China has the will to work together with all countries, whether large or small, but on the basis of equality and mutual benefit.
We are very aware that both you and Compañero Laureano have always expressed your willingness to support, for example, the Four Global Initiatives presented by President Xi Jinping. And one of the Initiatives focuses on Development, or on International Security, or on the Governance of our entire planet.
And all these Initiatives are focused on promoting the Unity of the Peoples, lovers of Peace, lovers of development, uniting our efforts to develop together. And with Nicaragua, we have been working with the guidance of President Xi Jinping on a series of Policies and Initiatives for our joint development.
And as always I have mentioned to Laureano, because he is a connoisseur of China; every time he travels to China he always comes promoting, energetically, strongly, our Cooperation. This is very important, that through exchanges, contacts, we get to know each other and, on the basis of that knowledge, the will to cooperate and, above all, the goodwill based of Equality and Mutual Benefit has been strengthening us even more.
So I would also like to reiterate once again our gratitude for your continued support of China’s interests and important policies, both the One-China Principle and a series of Initiatives by Chinese President Xi Jinping, as well as other Policies put forward by our Government.
We keep on working, we keep coming together and we keep achieving greater successes. Thank you.

And here, on behalf of the Nicaraguan People, of all Nicaraguan Families, we express our Appreciation, your Firmness, your Vigor, to strengthen these relations in all fields, between the People’s Republic of China and Nicaragua. Two fraternal Peoples, who come from far away.
We come from far away, but in the 1990s, when we left the Government and had relations with the People’s Republic of China, the incoming Government withdrew relations and settled with that other territory of the People’s Republic of China, which at some point will have to be integrated, will have to be incorporated, fully, into the unity of the Chinese State.
Then, in this New Period which as you well point out, four years have already passed, in which the installation of the Embassy of the People’s Republic of China in Nicaragua, and your leadership at the head of the Embassy, have been decisive. Compañero Chen has been a Militant of the Communist Party, sharing with the Militants of the Sandinista Front.

That’s what the President is proposing really, and it’s the only way that wars will disappear, that death and violence will disappear.
And we ask you to carry our Greetings to President Xi Jinping, our Recognition, our Gratitude, for the way you have been working as a Representative of the Government and the Chinese Communist Party here in Nicaragua, and that we are committed to continuing to move forward, moving forward with the Compañeros you leave here, already mastering all the work; and equally with the next Ambassador to be delegated by the Government.

I’m going to leave at 12:30 on a Mexican flight to Mexico City, then I make a connection in Germany to travel to Beijing. I’m arriving on Wednesday, it’s about 30 or 35 hours of flight and layover. It’s okay athlough it’s far.
