MOSCÚ – RUSIA / El Asesor Presidencial para Inversiones, Comercio y Cooperación Internacional de Nicaragua, Compañero Laureano Ortega Murillo en la XIII Reunión de Representantes de Alto Nivel para Asuntos de Seguridad, celebrada este 28 de mayo en Moscú, expresó el firme compromiso de Nicaragua con la cooperación internacional en materia de seguridad, destacando los lazos históricos de hermandad entre Nicaragua y la Federación de Rusia.
Asimismo, reiteró el respaldo de Nicaragua a los esfuerzos de Rusia por garantizar un mundo multipolar, justo y respetuoso de la soberanía de los pueblos.

EN XIII REUNIÓN DE REPRESENTANTES DE ALTO NIVEL PARA ASUNTOS DE SEGURIDAD

Estimados Ministros y Delegados de los Gobiernos y Organizaciones que asisten a este importante encuentro.
Ante todo permítanme trasladar los saludos calurosos y fraternos de los CoPresidentes de la República de Nicaragua el Comandante Daniel Ortega Saavedra y la Compañera Rosario Murillo al Presidente de la Federación de Rusia, Camarada y
Hermano Vladimir Putin, al General Sergey Shoygy, al Gobierno y Pueblo de la Federación de Rusia y a todos los participantes de esta reunión.
Nos reunimos nuevamente en medio de situaciones y acciones que atentan contra la Seguridad y La Paz Global así como de amenazas permanentes del Imperialismo estadounidense contra las Naciones que trabajamos por el Multilateralismo, por la defensa de la Soberanía de cada Pueblo, por el Respeto de las Naciones a desarrollarse bajo sus propias Condiciones, Culturas, Idiosincrasias, Ideologías y Criterios.
Nicaragua rechaza contundentemente las pretensiones imperialistas de los Estados Unidos de Norte-américa de querer imponerse sobre el Mundo a través de las guerras de tarifas y comerciales que han tenido un enfoque especial contra el Hermano Gobierno y Pueblo chino. Del mismo modo rechazamos las medidas coercitivas unilaterales mal llamadas sanciones que Estados Unidos y Europa aplican contra los Países que no se someten a sus mandatos y dominación, Países Hermanos como Rusia, China, Irán, Cuba, Venezuela y Nicaragua. Condenamos el genocidio sufrido por el Pueblo Hermano de Palestina a manos del Gobierno de Israel con el apoyo de los Estados Unidos y reiteramos nuestro apoyo firme al Derecho del Estado Palestino de existir y vivir en paz. Reiteramos también nuestra defensa firme al Principio de Una Sola China y rechazamos todas la acciones que sabemos se originan desde los Estados Unidos que atentan contra la Estabilidad, la Paz y la Tranquilidad del Hermano Pueblo chino. Reiteramos nuestro firme Acompañamiento y Solidaridad con la Federación de Rusia en la lucha que libran contra el Nazismo ucraniano apoyado por la OTAN, a 80 años de la Victoria sobre el Fascismo en la Gran Guerra Patria la lucha continúa, el enemigo es el mismo, como dijo el Canciller Lavrov se trata de la lucha entre el Bien y al Mal, y Nicaragua está con Rusia por el Bien de la Humanidad. También queremos reiterar nuestro rechazo y condena al trato inhumano y cruel al cual están siendo sometidos los inmigrantes por el Gobierno estadounidense, especialmente a los Hermanos Latinoamericanos y Caribeños, demandamos el cese de esta práctica indigna, racista y fascista.
En nuestra Región Latinoamericana y Caribeña nos continuamos enfrentando a los retos que supone la permanente intromisión de los Estados Unidos en los asuntos internos de nuestros Estados. Reiteramos nuestra condena al cruel, ilegal y salvaje bloqueo contra la Hermana República de Cuba; reiteramos nuestro firme Apoyo y Solidaridad al Gobierno legítimo de Venezuela encabezado por el Presidente Hermano y Camarada Nicolás Maduro Moros; y demandamos el cese de las políticas imperialistas que Estados Unidos aplica contra nuestros Pueblos a través de la denominada Doctrina Monroe.
Nicaragua se mantiene alerta ante los intentos de desestabilización que son orientados, organizados, financiados y promovidos por los Estados Unidos y sus aliados europeos en contra de nuestra Nación. Desde el año 2018 cuando sufrimos el sangriento y terrorista intento de Golpe de Estado nos hemos dado a la tarea de fortalecer la Seguridad y la Defensa en nuestro País, neutralizando y eliminando a los autores y actores claves del odio, mercenarios y vendepatrias que actúan bajo la bota y el pago imperial con la pretensión de entregar a nuestro País al dominio estadounidense. La Policía Nacional, el Ejército de Nicaragua y el Ministerio del Interior en coordinación permanente con la población nicaragüense han logrado establecer mecanismos de prevención, atención y control efectivos ante las amenazas.
Destacamos la cooperación exitosa con el Ministerio del Interior de Rusia a través del Centro Regional que opera en Nicaragua, la cooperación exitosa con la Guardia Nacional de Rusia así como la cooperación histórica con el Ministerio de Defensa de Rusia que nos ha permitido fortalecer nuestras capacidades para garantizar la Paz y la Estabilidad en Nicaragua. Nuestro agradecimiento profundo al Presidente Vladimir Putin por esta cooperación que avanza y se consolida cada día.
También reconocemos la importancia de las iniciativas planteadas por el Presidente de la República Popular China, el Camarada Xi Jinping, la Iniciativa de la Franja y la Ruta, la Iniciativa para el Desarrollo Global, la Iniciativa para la Seguridad Global, la Iniciativa para la Gobernanza de la Inteligencia Artificial y la Iniciativa para el intercambio entre Civilizaciones Globales. En el marco de estas Iniciativas Nicaragua está cooperando con China en todos los campos incluyendo la Seguridad y la Defensa.
La Ciberseguridad es uno de los ejes prioritarios en la actualidad para garantizar la defensa de la Paz, la Soberanía y la Integridad Territorial de los Pueblos. Avanzamos en Programas y Proyectos con los Países Hermanos como Rusia y China para fortalecer nuestras capacidades en este campo.
La Soberanía y Seguridad Bancaria y Económica es otro factor fundamental para el funcionamiento de nuestras sociedades, de cara a las agresiones de los Estados Unidos y sus aliados Europeos contra nuestros pueblos, los bloqueos y las restricciones que nos imponen. Mantenemos una cooperación y coordinación activa con los Países amistosos para poder superar todas estas barreras. Resaltamos la importancia de la “Declaración Conjunta de la Federación de Rusia y la República de Nicaragua sobre los medios y las modalidades para contrarrestar, mitigar y compensar las consecuencias negativas de las medidas coercitivas unilaterales” firmada el 2 de Abril del 2024 en Moscú; y el establecimiento del grupo de trabajo para este fin.
Compañeros,
Nicaragua reconoce la importancia de los nuevos bloques de desarrollo que se vienen consolidando, aportando a los nuevos paradigmas de cooperación basados en el respeto mutuo y la ganancia compartida. Reconocemos la importancia de los BRICS y el rol de liderazgo de Rusia y China. Reconocemos la importancia de la Unión Económica Eurasiática, la Organización de Cooperación de Shanghai, la CELAC y la Alianza Bolivariana para las Américas ALBA. Espacios en los cuales debemos promover la Unidad, el Entendimiento, el Intercambio y la Cooperación con una visión compartida, como Hermanos.
Para finalizar, hoy reiteramos que Nicaragua se mantiene firme y digna, con el espíritu del Gran Poeta Rubén Darío y del General de Hombres y Mujeres Libres Augusto C. Sandino. Continuaremos defendiendo nuestro derecho a ser Libres, Soberanos e Independientes, continuaremos elevando nuestra voz en contra de la injusticia, continuaremos trabajando por la consolidación de un Nuevo Orden Mundial, luchando contra el hegemonismo, promoviendo el Multilateralismo y estrechando los lazos de Cooperación con los Pueblos Hermanos que creemos en el Trato Igualitario, el Respeto Mutuo, la No Condicionalidad, la Convivencia Pacífica y el Desarrollo con Justicia Social.

ADDRESS BY THE GOVERNMENT OF NICARAGUA
IN THE XIII MEETING OF HIGH LEVEL REPRESENTATIVES ON SECURITY MATTERS

Esteemed Ministers and Government Delegates attending this important meeting
First of all, permit me to convey warm and fraternal greetings from the Co-Presidents of the Republic of Nicaragua, Comandante Daniel Ortega Saavedra and Compañera Rosario Murillo to the President of the Russian Federation, Comrade and Brother Vladimir Putin, to General Sergey Shoygu, to the Government and People of the Russian Federation and to all the participants in this meeting.
We are meeting again amid situations and actions which threaten global Security and Peace in addition to the permanent threats from US imperialism against Nations working for multilateralism, for the defense of the sovereignty of all Peoples, for the respect allowing Nations to develop in accordance with their own cirumstances, cultures, idiosyncrasies, ideologies and criteria.
Nicaragua firmly rejects the imperialist pretensions of the United States of North America to impose itself on the world by means of the tariff and trade wars which have had a special focus against the fraternal Chinese government and people. Similarly, we reject the unilateral coercive measures wrongly called sanctions that the United States of North America and Europe apply against countries that do not submit to their mandates and dominance, fraternal countries such as Russia, China, Iran, Cuba, Venezuela and Nicaragua. We condemn the genocide suffered by the fraternal people of Palestine at the hands of the Government of Israel with the support of the United States and reiterate our firm support for the right of the Palestinian State to exist and to live in peace. We also reiterate our firm defense of the One China principle and reject all those actions, which we know originate from the United States, threatening the stability, peace and tranquility of the fraternal Chinese people. We reiterate our firm accompaniment to and solidarity with the Russian Federation in the struggle they are waging against Ukrainian Nazism supported by NATO, 80 years after the Victory over fascism in the Great Patriotic War. The struggle continues, the enemy is the same and, as Foreign Minister Lavrov said, it is a struggle between good and evil, in which Nicaragua stands with Russia for the good of Humanity. We also wish to reiterate our rejection and condemnation of the inhuman and cruel treatment to which immigrants are being subjected by the US government, especially to our Latin American and Caribbean brothers and sisters. We demand the cessation of this unjustified, racist and fascist practice.
In our Latin American and Caribbean region, we continue to face the challenges posed by the permanent interference of the United States in the internal affairs of our States. We reiterate our condemnation of the cruel, illegal and brutal blockade against the sister Republic of Cuba; we reiterate our firm support for and solidarity with the legitimate Government of Venezuela led by Brother and Comrade President Nicolas Maduro Moro; and we demand an end to the imperialist policies the United States applies against our peoples through the so-called Monroe Doctrine.
Nicaragua remains alert to the destabilization attempts directed, organized, financed and instigated by the United States and its European allies against our Nation. Since 2018, when we suffered that bloody, terrorist coup attempt, we have taken on the task of strengthening Security and Defense in our country, neutralizing and eliminating the authors and key promoters of hatred, the mercenaries and quislings who serve under the imperial boot, on the imperial payroll, with the aim of handing our country over to US rule. The National Police, the Nicaraguan Army and the Ministry of the Interior, in constant coordination with the Nicaraguan population, have managed to establish effective mechanisms of prevention, attention and control to address any threats.
We note with special emphasis our successful cooperation with the Russian Ministry of Internal Affairs through the Regional Center operating in Nicaragua, our successful cooperation with the Russian National Guard as well as our historic cooperation with the Russian Ministry of Defense all of which have allowed us to strengthen our abilities guaranteeing Peace and Stability in Nicaragua. Our deep gratitude to President Vladimir Putin for this cooperation that advances and consolidates steadily every day.
We also recognize the importance of the initiatives put forward by the President of the People’s Republic of China Comrade Xi Jinping, the Belt and Road initiative, the Global Development Initiative, the Global Security Initiative, the Artificial Intelligence Governance Initiative and the initiative for the exchange between Global Civilizations. Within the framework of these initiatives, Nicaragua cooperates with China in all fields, including Security and Defense.
At present, cybersecurity is one of the priority axes for guaranteeing the defense of Peace, sovereignty and territorial integrity of the world’s Peoples. We are advancing in programs and projects with sister countries such as Russia and China to strengthen our capacities in this field.
Banking and economic sovereignty and security is another fundamental factor for the functioning of our societies, faced with the aggression of the United States and its European allies against our Peoples, such as the blockades and restrictions they impose on us. We maintain active cooperation and coordination with friendly countries in order to overcome all these obstacles. We emphasize the importance of the «Joint Declaration of the Russian Federation and the Republic of Nicaragua on the means and modalities to counteract, mitigate and compensate for the negative consequences of unilateral coercive measures» signed on April 2nd 2024 in Moscow; and the establishment of the Working Group for this purpose.
Comrades,
Nicaragua recognizes the importance of the new development blocs that have been consolidating themselves, contributing to new paradigms of cooperation based on mutual respect and mutual benefit. We recognize the importance of the BRICS countries and the leadership role of Russia and China. We recognize the importance of the Eurasian Economic Union, the Shanghai Cooperation Organization, CELAC and the Bolivarian Alliance for the Americas, ALBA. Spaces in which we must promote unity, understanding, exchange and cooperation with a shared vision, as Brothers and Sisters.
To conclude, today we reiterate that Nicaragua remains steadfast and dignified, in the spirit of our great poet Rubén Darío and our General of Free Men and Women, Augusto C. Sandino. We will continue to defend our right to remain Free, Sovereign and Independent, we will continue to raise our voice against injustice, we will continue to work for the consolidation of a new world order, striving against hegemonism, promoting multilateralism and strengthening ties of cooperation with fraternal peoples who believe in equality, mutual respect, non-conditionality, peaceful coexistence and development with social justice.
