Declaración Conjunta entre la República Popular China y la República de Nicaragua sobre el Establecimiento de la Asociación Estratégica 

1. En ocasión del 2° aniversario del restablecimiento de relaciones diplomáticas entre la República Popular China y la República de Nicaragua, el Presidente de la República Popular China Xi Jinping sostuvo una conversación telefónica con el Presidente de la República de Nicaragua José Daniel Ortega Saavedra el 19 de diciembre del 2023. Ambas partes valoraron altamente el ímpetu del rápido desarrollo de los lazos chino-nicaragüenses durante los últimos dos años desde el restablecimiento de relaciones diplomáticas, e intercambiaron en profundidad opiniones sobre los asuntos regionales e internacionales de interés común.

Los dos Jefes de Estado reconocieron plenamente los positivos avances logrados en ámbitos como la confianza mutua política, la cooperación práctica y solidaria en las diversas áreas y la colaboración en los foros multilaterales durante los últimos dos años desde el restablecimiento de relaciones diplomáticas. Al coincidir en que bajo las nuevas circunstancias el carácter estratégico de los vínculos bilaterales viene destacándose cada día más, ambas partes acordaron elevar las relaciones binacionales al nivel de la Asociación Estratégica, creyendo que esta decisión corresponde a los intereses comunes de ambos países y sus pueblos y favorece al desarrollo y la prosperidad comunes de los dos países.

2.​Ambas partes reafirman el firme apoyo recíproco en los temas atinentes a sus respectivos intereses vitales y preocupaciones fundamentales. La parte nicaragüense se adhiere firmemente al principio de una sola China, reitera que el Gobierno de la República Popular China es el Único Gobierno legítimo que representa a toda China, y Taiwan forma parte inalienable del territorio chino. La parte nicaragüense se opone resueltamente a “la independencia de Taiwan” en todas sus manifestaciones, y reafirma su compromiso de no tener ningún tipo de contacto oficial con Taiwan y su firme respaldo a todos los esfuerzos del Gobierno chino por materializar la reunificación del país. La parte nicaragüense apoya con firmeza la posición de China en las cuestiones relacionadas con Hong Kong, Xinjiang, y Tíbet, entre otras.

3.​La parte china apoya firmemente al pueblo nicaragüense a elegir soberanamente el camino de desarrollo acorde con sus propias condiciones nacionales, apoya firmemente a Nicaragua a defender la independencia, la soberanía, la autodeterminación la seguridad y los intereses de desarrollo del país, respalda resueltamente a Nicaragua a promover a pasos seguros el avance de sus importantes agendas políticas nacionales, y rechaza categóricamente las injerencias extranjeras en los asuntos internos de Nicaragua.

4.​La parte nicaragüense evalúa altamente que bajo el liderazgo del Presidente Xi Jinping y el Partido Comunista de China (PCCh), China ha materializado el objetivo de lucha fijado para el primer centenario al haber cumplido la tarea histórica de acometimiento de lo más duro en la liberación de la pobreza y consiguiente culminación de la construcción integral de una sociedad modestamente acomodada en los diez años de la nueva era. La parte nicaragüense confía en que bajo el liderazgo del PCCh, China culminará la construcción integral de un poderoso país socialista moderno, y materializará el objetivo de lucha fijado para el segundo centenario. La parte nicaragüense aprecia altamente los esfuerzos de China por promover integralmente la gran revitalización de la nación china con la modernización china, reconociendo que la modernización china ofrece una nueva alternativa a la humanidad para hacer realidad la modernización, y aporta la solución y la fuerza chinas para resolver los problemas comunes que enfrenta la humanidad.

5.​La parte china evalúa altamente que bajo la conducción del Presidente Daniel Ortega y la Vicepresidenta Rosario Murillo, Nicaragua ha conquistado notorios éxitos en defender la independencia, mantener la estabilidad, desarrollar la economía y mejorar el bienestar del pueblo, y confía en que con el Presidente Daniel Ortega y la Vicepresidenta Rosario Murillo al frente, Nicaragua irá obteniendo nuevos éxitos en la construcción nacional y el pueblo nicaragüense tendrá una vida mejor. La parte china continuará brindando el apoyo y la ayuda dentro de su alcance para el desarrollo económico y social de Nicaragua.

6.​Ambas partes pondrán en mayor juego el liderazgo político de la diplomacia de Jefes de Estado, mantendrán el ímpetu de los contactos y los diálogos de alto nivel, fortalecerán sin cesar la colaboración estratégica, profundizarán la confianza mutua política y dominarán firmemente el rumbo de avance de las relaciones sino-nicaragüenses.

7.​Ambas partes seguirán incrementando los intercambios y la cooperación entre los distintos departamentos y a múltiples instancias, tales como gobiernos, órganos legislativos, partidos políticos y entes locales, y fomentarán la articulación de las políticas y el aprendizaje mutuo de las experiencias sobre la gobernación del país. Ambas partes se adhieren por igual a la filosofía de desarrollo centrada en el pueblo, y avanzarán de la mano en su respectiva modernización nacional.

8.​La parte nicaragüense felicita calurosamente la exitosa celebración del Tercer Foro de la Franja y la Ruta para la Cooperación Internacional. Ambas partes coinciden en que la Iniciativa de la Franja y la Ruta proporciona un fuerte impulso para el crecimiento económico mundial, establece una plataforma para la cooperación económica internacional y abre un espacio para el desarrollo común global, que es una práctica importante para construir la comunidad de futuro compartido de la humanidad. Ambas partes convienen en trabajar a tenor de los principios de consultas extensivas, contribución conjunta y beneficios compartidos, y con apego al concepto de cooperación abierta, verde y limpia, por cumplir los objetivos de altos estándares, beneficios para los pueblos y sostenibilidad, y promover el desarrollo sustentable y la prosperidad común de ambas partes.

9.​Ambas partes valoran altamente la firma del Tratado de Libre Comercio (TLC) entre China y Nicaragua, y promoverán su pronta entrada en vigor. Ambas partes aprovecharán a plenitud mecanismos como la Comisión Mixta Económico-comercial y plataformas como el TLC China-Nicaragua, para ampliar el volumen y elevar el nivel del comercio binacional. La parte china saluda la entrada de más productos típicos nicaragüenses en el mercado chino. La parte nicaragüense está dispuesta a ampliar sus exportaciones a China mediante plataformas como la Exposición Internacional de Importaciones de China.

10. La parte china apoya a sus empresas poderosas a realizar inversiones y cooperaciones en Nicaragua y participar en la construcción infraestructura! local, y está dispuesta a estudiar activamente los proyectos de inversión y financiación propuestos por la parte nicaragüense. La parte nicaragüense se dispone a mejorar y continuar fortaleciendo el clima de negocios para ofrecer apoyo político y facilidades a las empresas chinas que inviertan y operen en Nicaragua.

11. Ambas partes acuerdan fortalecer los intercambios y la cooperación en materia de la paz y la seguridad, y llevar a cabo activamente el intercambio de personal y la formación tecnológica. Ambas partes convienen en reforzar la protección de la seguridad y los derechos e intereses legítimos de las personas, instituciones y proyectos de la otra parte en sus respectivos países.

12. Ambas partes convienen en ensanchar los intercambios culturales y de pueblo a pueblo, y profundizar la cooperación en áreas como la cultura, el turismo, la educación, la salud pública, la juventud, los medios de comunicación y los deportes, entre otros.

13. Ambas partes coinciden en que siendo por igual países en vías de desarrollo, China y Nicaragua tienen amplios intereses comunes y posiciones y propuestas parecidas en los asuntos internacionales, por lo que se apoyarán aún más en los asuntos internacionales para defender el sistema internacional centrado en la ONU, el orden internacional sustentado en el derecho internacional y las normas básicas de las relaciones internacionales basadas en los propósitos y principios de la Carta de la ONU, y promover la construcción de la comunidad de futuro compartido de la humanidad. Ambas partes rechazan conjuntamente el hegemonismo y la política de la fuerza, se oponen resueltamente a la politización y la instrumentalización de la cuestión de los derechos humanos y la injerencia de cualquier país en los asuntos internos de otros so pretexto de la democracia y los derechos humanos, y rehúsan la imposición de medidas coercitivas unilaterales, autodenominadas sanciones. La parte nicaragüense apoya totalmente y participa activamente en la Iniciativa para el Desarrollo Global (IDG), la Iniciativa para la Seguridad Global (ISG) y la Iniciativa para la Civilización Global (ICG), propuestas por la parte china, reconociendo el importante papel de estas Iniciativas en mejorar la gobernanza global y responder a los desafíos globales. La parte china aprecia los esfuerzos nicaragüenses por la paz y el desarrollo globales y regionales.

14.​Ambas partes valoran altamente el importante papel del Foro China-CELAC (FCC) en promover las relaciones entre China y América Latina y el Caribe (ALC). La parte china aprecia las contribuciones de la parte nicaragüense por promover el desarrollo de los lazos entre China y ALC en el marco del FCC, y está dispuesta a fortalecer las consultas y la coordinación con la parte nicaragüense sobre los asuntos del FCC, con miras a impulsar juntos que las relaciones entre China y ALC en la nueva era, caracterizadas por la igualdad, el beneficio mutuo, la innovación, la apertura y el bienestar para los pueblos, logren continuamente nuevos progresos.

Joint Statement between the People’s Republic of China
and the Republic of Nicaragua
on the Establishment of their Strategic Partnership

1. On the occasion of the 2nd anniversary of the re-establishment of diplomatic relations between the People’s Republic of China and the Republic of Nicaragua, the President of the People’s Republic of China Xi Jinping held a telephone conversation with the President of the Republic of Nicaragua José Daniel Ortega Saavedra on December 19th 2023.

Both sides expressed great appreciation of the impetus of the rapid development of Chinese-Nicaraguan ties over the past two years since the re-establishment of diplomatic relations, and exchanged in-depth opinions on regional and international issues of common interest.

The two Heads of State fully recognized the positive progress achieved in areas such as mutual political  trust, practical cooperation and solidarity in various areas and collaboration in multilateral forums during the last two years since the re-establishment of diplomatic relations. Agreeing that under the new circumstances the strategic nature of bilateral ties is becoming more and more prominent, both sides agreed to raise binational relations to the level of Strategic Partnership, believing that this decision corresponds to the common interests of both countries and their peoples and favors the common development and prosperity of both countries.

2. Both sides reaffirm the firm mutual support on issues pertaining to their respective vital interests and fundamental The Nicaraguan side firmly adheres to the one-China principle, reiterates that the Government of the People’s Republic of China is the Only Legitimate Government representing all of China, and Taiwan is an inalienable part of Chinese territory. The Nicaraguan side resolutely opposes “Taiwan independence” in all its manifestations, and reaffirms its commitment not to have any kind of official contact with Taiwan and too its firm support for all the efforts of the Chinese government to bring about the reunification of the country. The Nicaraguan side firmly supports China’s position on issues related to Hong Kong, Xinjiang, and Tibet, among others.
3. The Chinese side firmly supports the Nicaraguan people’s sovereign right to choose the path of development in accordance with their own national conditions, firmly supports Nicaragua’s defence of the country’s independence, sovereignty, self-determination, security and development interests, resolutely supports Nicaragua to promote the advancement of its important national political agendas by secure steps, and categorically rejects foreign interference in Nicaragua’s internal affairs.
4. The Nicaraguan side regards highly that under the leadership of President Xi Jinping and the Communist Party of China (CPC), China has materialized the goal of struggle set for the first centenary by having fulfilled the historical task of undertaking the hardest undertaking in the liberation from poverty and the consequent culmination of the integral construction of a moderately affluent society in the ten years of the new era. The Nicaraguan side trusts that under the leadership of the CPC, China will complete the comprehensive construction of a powerful, modern socialist country, and achieve the goal of struggle set for the second centenary.

The Nicaraguan side highly appreciates China’s efforts to comprehensively promote the great revitalization of China’s nation with Chinese modernization, recognizing that Chinese modernization offers a new alternative to humanity to make modernization a reality, and brings Chinese solutions and strength to solve the common problems facing humanity.

5. The Chinese side regards highly that under the leadership of President Daniel Ortega and Vice President Rosario Murillo, Nicaragua has achieved notable successes in defending independence, maintaining stability, developing the economy and improving the well-being of the people, and trusts that with President Daniel Ortega and Vice President Rosario Murillo at the helm, Nicaragua will achieve new successes in nation-building and the Nicaraguan people will have a better life. The Chinese side will continue to provide support and assistance within its scope for the economic and social development of Nicaragua.
6. Both sides will bring into greater play political leadership via diplomacy by the Heads of State, maintain the momentum of contacts and high-level dialogues, unceasingly strengthen strategic collaboration, deepen mutual political trust and firmly guide the course of progress of Chinese-Nicaraguan relations.
7. Both sides will continue to increase exchanges and cooperation between different departments and at multiple levels, such as governments, legislative bodies, political parties and local authorities, and will promote the articulation of policies and the mutual learning of experiences on the governance of the country. Both sides equally adhere to the people-centered development philosophy, and will move forward hand in hand in their respective national modernizations.
8. The Nicaraguan side warmly congratulates the successful holding of the Third Belt and Road Forum for International Cooperation. Both sides agree that the Belt and Road Initiative provides a strong impetus for world economic growth, establishes a platform for international economic cooperation and opens a space for global common development, which is important practice in building the community of a shared future for mankind. Both sides agree to work according to the principles of extensive consultations, joint contributions and shared benefits, and with adherence to the concept of open, green and clean cooperation, to meet the objectives of high standards, benefits for peoples and sustainability, and promote sustainable development and common prosperity of both sides.
9. Both sides value highly the signing of the Free Trade Agreement (FTA) between China and Nicaragua, and will promote its early entry into force. Both sides will take full advantage of mechanisms such as the Joint Economic-Commercial Commission and platforms such as the China-Nicaragua FTA, to expand the volume and raise the level of binational trade. The Chinese side welcomes the entry of more typical Nicaraguan products into the Chinese market. The Nicaraguan side is willing to expand its exports to China through platforms such as the China International Import Expo.
10. The Chinese side supports its powerful companies to make investments and cooperative endeavors in Nicaragua and participate in local infrastructure construction, and is willing to actively study the investment and financing projects proposed by the Nicaraguan side. The Nicaraguan side is preparing to improve and continue strengthening the business climate to offer political support and facilities to Chinese companies that invest and operate in Nicaragua.
11. The two sides agree to strengthen exchanges and cooperation in the field of peace and security, and actively carry out exchange of personnel and technological training. Both sides agree to strengthen protections for the security, rights and legitimate interests of other sides people, institution and projects in their respective countries.
12. Both sides agree to expand cultural and people-to-people exchanges, and deepen cooperation in areas such as culture, tourism, education, public health, youth, media and sports, among others.
13. Both sides agree that as both are developing countries, China and Nicaragua have broad common interests and similar positions and proposals in international affairs, so they will rely even more on international affairs to defend the international system centered on the UN, the international order based on international law and the basic norms of international relations based on the purposes and principles of the UN Charter, and promote the construction of the community of shared future for humanity. Both sides jointly reject hegemonism and the policy of force, resolutely oppose the politicization and instrumentalization of the issue of human rights and the interference of any country in the internal affairs of others under the pretext of democracy and human rights, and refuse the imposition of unilateral coercive measures, so-called sanctions. The Nicaraguan side fully supports and actively participates in the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI), proposed by the Chinese side, recognizing the important role of these initiatives in improving global governance and responding to global challenges. The Chinese side appreciates the Nicaraguan efforts for global and regional peace and development.
14. Both sides highly value the important role of the China-CELAC Forum (FCC) in promoting relations between China and Latin America and the Caribbean (LAC). The Chinese side appreciates the contributions of the Nicaraguan side in promoting the development of China-LAC ties within the framework of the FCC, and is willing to strengthen consultations and coordination with the Nicaraguan side on FCC matters, with a view to jointly pushing China-LAC relations in the new era, characterized by equality, mutual benefit, innovation, openness and well-being for peoples, so as to continuously achieve new progress.
