MENSAJE DEL GOBIERNO DE RECONCILIACIÓN
Y UNIDAD NACIONAL EN LA “CONFERENCIA
LATINOAMERICANA Y DEL CARIBE: HACIA UNA POLÍTICA DE DROGAS PARA LA VIDA, LA PAZ Y EL DESARROLLO”

Señores Todos y Todas:

  1. Me complace traer el mensaje del Presidente de la República, Comandante Daniel Ortega y de la Compañera Rosario Murillo, Vicepresidenta; del Gobierno de Reconciliación y Unidad Nacional y del Pueblo Digno y Heroico de Nicaragua.
  1. Agradecemos esta extraordinaria iniciativa impulsada por los Presidentes Gustavo Petro y Manuel Andrés López Obrador.
  1. Especial agradecimiento al Canciller Álvaro Leiva y la Canciller Alicia Bárcenas y a sus equipos de Cancillería, a la Viceministra Elizabeth Taylor Jay, quien con esa sabiduría y paciencia isleña, raizal supo conducir con éxito nuestros trabajos
  1. Como nicaragüense creole, con abuelo raizal de la Isla de Providencia, como funcionario del Gobierno de Nicaragua, aprovecho para expresar la voluntad compartida por nuestros pueblos raizal y creole de avanzar en el entendimiento y la unidad familiar, dejando atrás la historia abominable de la separación de nuestras familias y nuestros pueblos raizal y creole.

Señoras y Señores,

  1. Este Encuentro tiene como lema “Una política de drogas para la Vida, la Paz y el Desarrollo”, podemos intuir una clara visión del abordaje humano de este fenómeno en toda su complejidad.
  1. A Nivel Mundial se refieren a un aumento sin precedentes de la fabricación de cocaína y la expansión de las drogas sintéticas a nuevos mercados.
  1. El Informe Global sobre las Drogas de Naciones Unidas hace un llamado a la movilización de la Comunidad Internacional para adoptar medidas urgentes de protección, reforzar la prevención, el tratamiento del consumo de drogas y afrontar la oferta de drogas ilícitas.
  1. Nicaragua es Estado Parte de los tres tratados de fiscalización internacional de drogas y está comprometida con la Cooperación Internacional en favor de una Estrategia Integral y Equilibrada para Contrarrestar el Problema Mundial de las Drogas.
  1. Somos consecuentes con la determinación de hacer frente al problema mundial de las drogas, avanzar hacia una sociedad libre de su uso indebido, garantizando a nuestro Pueblo a vivir con Salud, Dignidad, Paz, Seguridad y Prosperidad.
  1. Estamos convencidos de que la cooperación internacional, en atención a los diferentes aspectos de la droga debe abordarse de conformidad con los Propósitos y Principios de la Carta de las Naciones Unidas, el Derecho Internacional y la Declaración Universal de Derechos Humanos, con pleno respeto de la soberanía y la integridad territorial de los Estados, al principio de no intervención en los asuntos internos de los Estados, todos los derechos humanos, las libertades fundamentales, la dignidad inherente a todas las personas y los principios de igualdad de derechos y respeto mutuo entre los Estados.
  1. Nicaragua cuenta con una Estrategia Nacional de lucha contra las drogas, que tiene como eje al ser humano, de la cual se han generado programas y políticas, que permiten la atención ante las circunstancias específicas que enfrentan mujeres y niñas.
  1. Esta estrategia es de cotidiana ejecución interinstitucional, a través de políticas y acciones destinadas a la prevención y atención de la juventud para alejarla del consumo, así como la lucha permanente contra el narcotráfico internacional e interno.
  1. Nicaragua ubicada en Centroamérica, en una zona geográfica que ha sido utilizada para el tráfico de drogas. No somos productores ni consumidores, hemos sido víctima de los criminales que han aprovechado esta ruta a través de nuestra región por su posición geográfica.
  1. En este contexto, enfrentamos múltiples En un esfuerzo regional, participamos activamente en la formulación del Plan Regional Interinstitucional contra el crimen organizado en el marco del Sistema de Integración Centroamericana (PRICCO), que facilitará el intercambio de información, intercambio de buenas prácticas, la investigación y el enjuiciamiento, frente al tráfico de drogas, tráfico de armas, trata de personas, lavado de dinero y otros delitos conexos.
  1. El Crimen Organizado y los traficantes de drogas, se aprovechan de los más vulnerables. En tal sentido, uno de nuestros principales esfuerzos está dirigido a reducir la pobreza y la pobreza extrema.
  1. Como parte de nuestra estrategia de enfrentamiento a estos flagelos, trabajamos para reducir las limitaciones económicas, contribuir a mejorar la salud, la educación, las oportunidades de trabajo y alcanzar una Vida Digna.
  1. Debemos aunar esfuerzos bajo el Principio de Responsabilidad Compartida y hacer un abordaje desde todos los aspectos posibles, trabajando con las instituciones rectoras a Nivel Internacional.
  1. En Nicaragua se implementa la Política de Seguridad Soberana y Ciudadana, orientada a proteger el Territorio Nacional y a la Ciudadanía, promoviendo la Paz, dando Tranquilidad y Estabilidad a los(as) nicaragüenses en todos los ámbitos de su vida.
  1. Frente al tráfico ilícito de drogas, se ejecuta la Estrategia de Seguridad Preventiva y Proactiva, priorizando la Seguridad de las Personas, las Familias y las Comunidades.
  1. A través de la Estrategia del “Muro de Contención” se concentran de forma permanente los mayores esfuerzos en el enfrentamiento al narcotráfico, crimen organizado y actividades Constituye el primer anillo estratégico de seguridad que permite contener, desviar e incautar la mayor cantidad de droga posible.
  1. Entre los logros más notables de esta Estrategia es que el narcotráfico se ha visto obligado a desviar sus rutas de trasiego de drogas, alejándolo de nuestros litorales, a la vez que impedimos el asentamiento en nuestro territorio de la delincuencia organizada trasnacional, como resultado de un esfuerzo conjunto de las Instituciones encargadas de la persecución del delito y aplicación de la Ley de nuestro País.
  1. Atendemos la Lucha contra el Narcotráfico como una política de Estado, por ser un delito transnacional en el que debemos invertir nuestros escasos recursos, para enfrentar una actividad delictiva que no se origina ni tiene como destino final nuestro territorio.

Señores y Señoras.

  1. Nicaragua invierte grandes cantidades de recursos para evitar el tráfico, recursos.que deberían estar dirigidos a otras áreas prioritarias del desarrollo. En ese sentido, se requiere del compromiso real de los grandes consumidores. Rechazamos el recurso utilizado de certificaciones y toda forma de sanción/agresión que afecten nuestras economías y empobrezcan nuestros
  1. Nicaragua seguirá atendiendo el flagelo del narcotráfico y crimen organizado con un enfoque de amenaza a la Seguridad Soberana, a la Estabilidad Económica, Política y la Paz. Para nuestro País es un tema de alta prioridad porque socava el Estado y el desarrollo sostenible de nuestra Sociedad.
  1. Tenemos la confianza que juntos encontraremos propuestas acertadas para cambiar el rumbo de la historia de nuestros Países ante este flagelo.

AT THE “LATIN AMERICAN AND CARIBBEAN CONFERENCE: TOWARDS A DRUG POLICY FOR LIFE, PEACE AND DEVELOPMENT”

Ladies and Gentlemen:

  1. I am pleased to convey the message of the President of the Republic, Comandante Daniel Ortega and Comrade Rosario Murillo, Vice-President; of the Government of Reconciliation and National Unity and of the Dignified and Heroic People of Nicaragua.
  2. We appreciate this extraordinary initiative promoted by Presidents Gustavo Petro and Manuel Andrés López Obrador.
  3. Our special gratitude to Ministers of Foreign Affairs Álvaro Leiva and Alicia Bárcenas and their Foreign Ministry teams, to Vice Minister Elizabeth Taylor Jay, who with that Raizal island wisdom and patience, knew how to successfully conduct our preparatory work.
  4. As a Creole Nicaraguan, with a Raizal grandfather from the Island of Providence, as an official of the Government of Nicaragua, I take this opportunity to express the will shared by our Raizal and Creole peoples to advance in understanding and family unity, leaving behind the abominable history of the separation of our families and our Raizal and Creole peoples.

Ladies and Gentlemen,

  1. This Meeting has the theme “Towards a drug policy for Life, Peace and Development”; therefore, we can glimpse a clear vision of the human approach to this phenomenon in all its complexity.
  2. Worldwide, they refer to an unprecedented increase in the manufacture of cocaine and the expansion of synthetic drugs to new markets.
  3. The United Nations World Drug Report calls for the mobilization of the International Community to adopt urgent protection measures, strengthen prevention and treatment of drug use and deal with the supply of illicit drugs.
  4. Nicaragua is a State Party to the three international drug control treaties and is committed to International Cooperation in favor of a Comprehensive and Balanced Strategy to Counter the World Drug Problem.
  5. We are consistent with the determination to confront the world drug problem, move towards a society free of its misuse, guaranteeing our People to live with Health, Dignity, Peace, Security and Prosperity.
  6. We are convinced that international cooperation, in response to the different aspects of drugs, must be addressed in accordance with the Purposes and Principles of the Charter of the United Nations, International Law and the Universal Declaration of Human Rights; with full respect for sovereignty and territorial integrity of States, the principle of non-intervention in internal affairs of States, all human rights, fundamental freedoms, inherent dignity of all humans and principles of equal rights and mutual respect between States.
  7. Nicaragua has a National Strategy to fight against drugs, which has human beings as its axis, from which programs and policies have been generated, allowing attention to the specific circumstances faced by women and girls.
  8. This strategy is implemented daily and inter-institutionally, through policies and actions aimed at prevention and care for youth to keep them away from consumption, as well as the permanent fight against international and internal drug trafficking.
  9. Nicaragua is located in Central America, in a geographical area that has been used for drug trafficking. We are not producers or consumers, we have been victims of criminals who have taken advantage of this route through our region due to its geographical position.
  10. In this context, we face multiple challenges. In a regional effort, we actively participate in the formulation of the Regional Inter-institutional Plan against organized crime within the framework of the Central American Integration System (PRICCO), which will facilitate the exchange of information and good practices, investigation and prosecution against drug trafficking, arms trafficking, human trafficking, money laundering and other related crimes.
  11. Organized Crime and drug traffickers take advantage of the most vulnerable. In this sense, one of our main efforts are aimed at reducing poverty and extreme poverty.
  12. As part of our strategy to confront these scourges, we work to reduce economic limitations, contribute to improving health, education, work opportunities and achieving a Decent Life.
  13. We must join efforts under the Principle of Shared Responsibility and make an approach from all possible aspects, working with the governing institutions at the International Level.
  14. In Nicaragua, the Policy of Sovereign and Citizen Security is oriented to protect the National Territory and Citizenship, promoting Peace, providing Tranquility and Stability to Nicaraguans in all areas of their lives.
  15. Regarding illicit drug trafficking, the Preventive and Proactive Security Strategy is executed, prioritizing the Safety of People, Families and Communities.
  16. Through the “Retaining Wall” Strategy, we permanently concentrate the greatest efforts in the confronting drug trafficking, organized crime and related activities. It constitutes the first strategic security ring that makes it possible to contain, divert and seize the greatest amount of drugs possible.
  17. Among the most notable achievements of this Strategy is that drug trafficking has been forced to divert its drug trafficking routes, taking it away from our coastlines, while at the same time preventing transnational organized crime from settling in our territory, as a result of a joint effort of the Institutions in charge of prosecuting crime and applying the Law of our Country.
  18. We address the Fight against Drug Trafficking as a State policy, as it is a transnational crime in which we must invest our scarce resources, to confront a criminal activity that neither originates nor has our territory as its final destination.
  19. Ladies and Gentlemen.

Nicaragua invests large amounts of resources to prevent trafficking, resources that should be directed to other priority areas of development. In that sense, real commitment is required from large consumers. We reject the resource used for certifications and all forms of sanctions/aggression that affect our economies and impoverish our Peoples.

  1. Nicaragua will continue to deal with the scourge of drug trafficking and organized crime with a focus on threats to Sovereign Security, Economic and Political Stability and Peace. For our Country it is a high priority issue because it undermines the State and the sustainable development of our Society.
  2. We are confident that together we will find successful proposals to change the course of the history of our Countries in the face of this scourge.
