MINISTERIO DE RELACIONES EXTERIORES

Managua, Nicaragua

Managua, 24th March, 2022

MRE/DM-DMC/03/00065/2022

TO THE HONORABLE

PERMANENT REPRESENTATION OF THE REPUBLIC OF PANAMA BEFORE FAO, IFAD AND WFP

ROME, ITALY

The MINISTRY OF FOREIGN AFFAIRS OF NICARAGUA presents its compliments to the Permanent Representation of the Republic of Panama to FAO, IFAD and WFP, in its capacity as Pro Tempore Presidency of the Group of Latin American and Caribbean Countries (GRULAC), on the occasion of referring to the irresponsible Note of the Ministry of Foreign Affairs of the Republic of Colombia, with reference No.S-DVAM-22-006998, dated 23rd March, 2022, which we reject in all measures of its content.

Our Country, which acts with full respect for its internal laws, Human Rights and International Law, denounces the constant Crimes, Human Rights Violations, Terrorism, Violations of Peace Agreements, Assassinations of Social Leaders, Electoral Fraud and the Formation and Functioning of the Narco Colombian State; therefore we totally reject the Disrespectful, Interfering and Unfounded accusations against the Dignified People of Nicaragua contained in the Referenced Note. The Narco Colombian State murders its citizens with impunity, to whose families we send our solidarity.

Nicaragua is recognized by FAO for the achievements and successes attained in terms of food security. Our country has received various recognitions from FAO for merits in the fight against hunger; rewarding Nicaragua, since 2015, for having achieved the goal established at the 1996 World Food Summit, of reducing by at least 50%, the absolute number of people suffering from undernourishment in the country. In the year 2021, Nicaragua assumed with Dignity and Success the Presidency of the Historic 42 Period of Sessions of the FAO Conference. Likewise, in 2020 our country hosted the FAO Regional Conference for Latin America and the Caribbean.

Our Good Government has had successful work and experience in the area of food and nutritional security, through the execution of internationally recognized programs, such as: Zero Hunger-Food Production Bonus, Zero Usury, Crisol, Solidarity Beans, School Meals, Food Packages, School Gardens, among others.

The State of Colombia has been singled out and known as a country in which there are no minimum guarantees for the effective observance of human rights in all of their dimensions. Since the signing of the “Final Agreement for the End of the Conflict and the Construction of a Stable and Lasting Peace”, more than 300 Social Leaders have been assassinated. Between April 2020 and March 2021, 22 trade unionists were murdered and so far, in 2022, 17 social leaders have been murdered with impunity.

In the same manner, hundreds of demobilized combatants, their relatives and social leaders are murdered, which constitutes a systematic violation of the Peace Agreements, with the Colombian Government failing to comply with its State responsibility to ensure the life and safety of its citizens.

In Colombia, the arbitrary deprivation of life during the exercise of civil and political rights has been repeatedly denounced. During the last year, 54 cases have been confirmed, while others are in the process of being verified. In many of them, the responsibility of members of the Colombian National Police was proven. Similarly, there have been cases of human rights violations involving members of the Armed Forces.

Recent documentary investigations attribute to the Colombian public force, 2,399 selective assassinations, 158 massacres with 870 deaths, 182 attacks on civilian property, an undetermined number of cases of arbitrary detentions, torture and forced disappearances.

Likewise, paramilitaries are accused of acting with the consent of the Narco State of Colombia, in committing 8,902 selective assassinations, 1,166 massacres with 7,160 deaths, 371 cases of torture and cruelty, over 1,000 children recruited and the seizing of nearly 800,000 hectares of land.

Likewise, the Narco State of Colombia uses its territory to sponsor and finance terrorist groups to alter the Peace in the Sister Bolivarian Republic of Venezuela.

Colombia is the main producer and exporter of cocaine in the world. According to United Nations estimates, contained in the 2019 report, more than 70% of the cocaine consumed in the world is produced in Colombia.

In 2020, some 1,228 metric tons of cocaine were produced, which continues to affect global public health.

It should be noted that the oligarchic powers of Colombia promoted a self-coup to steal votes in the last elections, ignoring the popular will, carrying out an electoral fraud in the Legislative Elections.

The MINISTRY OF FOREIGN AFFAIRS OF NICARAGUA kindly requests the Permanent Representation of the Republic of Panama, in its capacity as Pro Tempore Presidency of the Group of Latin American and Caribbean Countries (GRULAC), to circulate this Note to the other accredited GRULAC Delegations before FAO, IFAD and WFP in Rome, Italy.

The MINISTRY OF FOREIGN AFFAIRS OF NICARAGUA reiterates to the Honorable Permanent Representation of the Republic of Panama, and to the Member Countries of GRULAC, its highest and most distinguished consideration.
