Mensaje de Nicaragua ante asamblea de las Naciones Unidas leído por vicepresidente Halleslevens (Vídeo)

En un mensaje enviado por el Presidente de la República, Comandante Daniel Ortega Saavedra, a las Naciones Unidas, Nicaragua exigió la refundación, reinvención y democratización de esta organización, a la vez que señaló que los actuales conflictos que vive el mundo tienen su origen en la avaricia del capitalismo global.

 

A continuación, el mensaje íntegro (en idioma español e inglés) del Presidente Daniel, leído a la Asamblea General de las Naciones Unidas por el Vicepresidente de la República, General en retiro, Omar Halleslevens Acevedo:

Señor Presidente :

Reciba Usted saludos del Pueblo de Nicaragua, de nuestro Presidente, el Comandante Daniel Ortega Saavedra, augurándole éxitos en la responsabilidad que ha asumido.

Hoy vengo a esta Asamblea General a presentar la posición de Nicaragua y de nuestro Presidente, Comandante Daniel Ortega Saavedra. Daré lectura, entonces, al Mensaje de nuestro Jefe de Estado y de Gobierno.

Señor Presidente de la Asamblea General del 70 Aniversario de las Naciones Unidas, Mogens Lykketoft :

Distinguidos Delegados y Delegadas :

Esta Septuagésima Asamblea General conmemora el 70 Aniversario de nuestra Organización. Hace 7 décadas, 51 Estados firmamos la Carta de la Organización de las Naciones Unidas. Nicaragua es Estado Fundador. El Mundo salía entonces de una espantosa guerra, y la Humanidad clamaba por Paz, Paz, Paz, como decía nuestro Inmortal Rubén Darío.

A partir del 24 de Octubre de 1945, la Organización de Naciones Unidas, se proyectó al Mundo, como una Entidad propiciadora de Paz, pero, desde su fundación hasta hoy, los Objetivos planteados se han frustrado.

Al cumplirse el 70 Aniversario, somos 193 los Estados Miembros, y aquella Organización que formamos, en un Mundo completamente distinto, debe transformarse.

Vivimos en un Planeta con más población, y amenazado por múltiples desafíos de alta complejidad. Un Mundo donde el Egoísmo, la Soberbia y la Injerencia han alterado y roto completamente el Derecho a la Paz, la Seguridad Soberana y la Vida, para millones de Seres Humanos. Nos exigimos, por lo tanto, una Reflexión profunda, para reinventar, democratizar y refundar las Naciones Unidas.

Queremos una Organización, con iguales Derechos para todos sus Miembros, y más eficacia frente a los retos de la Justicia, el Desarrollo Justo, Sostenible, Seguro, Soberano, y lo primero : la Paz.

La creciente codicia del Capitalismo Global, particularmente en Medio Oriente y África, ha provocado guerras, creado, fomentado, cultivado y utilizado fanatismos y terrorismos, sembrando inseguridad, destrucción, y provocando todas las crisis, bélicas, alimentaria, ambiental, laboral, humanitaria, en proporciones y de consecuencias infinitas.

El desplazamiento forzoso y brutal de miles de personas, incluyendo Ancian@s, Niñ@s, Familias enteras, desde Países, antes desarrollados, como Siria, Libia, Irak y el África Subsahariana, pone al desnudo la verdadera naturaleza de las guerras, del terrorismo, y de los conflictos que vivimos, creados y fomentados por la avaricia del Imperio del Capitalismo Global.

Todos hemos afirmado que esta situación empeorará, si no actuamos juntos, para atender y resolver las causas de tanta zozobra, barbarie y catástrofe.
Nuestra Organización debe fomentar Res-peto, Paz, Seguridad Soberana, Justicia y Solidaridad entre Seres Humanos. Nuestra Organización debe responder ante esta bárbara intervención e interrupción, de la Tranquilidad y el Derecho a la Prosperidad, en la Vida de millones de Familias. De Países y Pueblos enteros.

Nuestra Organización debe responder a los desafíos de nuestro Tiempo con Medidas y Acciones que reflejen el Interés Supremo de los Pueblos : El Respeto, la inviolabilidad de las Soberanías, el Reconocimiento de los Recursos Naturales Patrimoniales, el fomento de la Seguridad, la Justicia, y la Paz.

No se debe soslayar que el cumplimiento de los llamados Objetivos del Milenio fue entorpecido por el impacto atroz de las guerras y el terrorismo, nacidos y alentados por los Imperios.

Igualmente, el desajuste o Cambio Climático, la frecuencia inusitada de terremotos y erupciones volcánicas, los Desastres, las Epidemias, las Sequías, Inundaciones, Deslaves, todas las Calamidades conocidas, se han ensañado en los Países más empobrecidos.

Pueblos y Países que antes vivían en pleno cumplimiento de los ODM, como Libia, Siria, Irak, han sido intervenidos, y devastados, por terrorismos que se fomentan, para sustentar invasiones y guerras imperiales. Y todo se disfraza como conflictos internos, propiciados en el afán de apropiarse y dominar nuestros Recursos Naturales.

No hay Región del Planeta donde la mano Imperial no se muestre, en forma de intrigas, agresiones, manipulaciones, y todo tipo de injerencia, articulada contra Procesos Democráticos Legítimos, y destinada a debilitar Gobiernos, e incidir en las Instituciones, alterando la Armonía, y generando interrupciones interesadas en la Vida Social, Política y Económica de nuestros Pueblos.

En América Latina y el Caribe, hemos reiterado nuestra Voluntad de confirmarnos como Zona de Paz y Desarrollo Justo, y nuestro Compromiso de avanzar creando condiciones, en cada País y en la Región, para alcanzar, a través del Diálogo y el Encuentro, Paz y Justicia, firmes y duraderas.

La Agenda pendiente de los ODM, y la Nueva Agenda Mundial de Lucha contra la Pobreza, pasa por lo prioritario : Recuperar la Paz, la Seguridad Soberana, el Respeto a la Independencia, a los Re-cursos Naturales de cada Pueblo, a la Dignidad, a las Culturas.

Trabajar por la Justicia; trabajar por la Equidad; trabajar por el Desarrollo, pasa por la instalación de la Cultura del Encuentro, el Diálogo, el Consenso. Pasa por la recuperación de los Valores Esenciales de la Humanidad. Pasa por el fin de las guerras y el terrorismo, creado y alimentado, y por el trabajo constructivo de afirmación dialogante y respetuosa de la Seguridad Soberana, y la Paz.

Nicaragua, el Gobierno de Reconciliación y Unidad Nacional, ha trabajado para avanzar contra la Pobreza, como consta en Indicadores Nacionales e Internacionales.

Desde ese Compromiso, en cumplimiento, y desde un Gobierno, un País, y un Pueblo que está comprometido con los Derechos, el Bienestar y la Seguridad para las Familias nicaragüenses, estamos planteando aquí, en Naciones Unidas, y a las Naciones Unidas, la responsabilidad de asumir las imprescindibles Batallas pendientes.

Debemos trabajar por la Justicia, la Paz, el Respeto, el Diálogo, la Seguridad Soberana, en el Mundo. Para ello, debemos propiciar las Transformaciones indispensables, a fin de que esta Organización sirva a los Intereses de todos sus Miembros.

Queremos destacar que en la Presidencia de esta Asamblea, en el año 2008, el Padre Miguel D´Escoto desarrolló precisamente estas Ideas y Propuestas, cumpliendo el Mandato de Nicaragua de sentar las bases para la discusión de estas transformaciones, con el Documento Base para la Reinvención de Naciones Unidas.

Creemos que solo desde una Organización de Naciones Unidas, Equitativa y Democrática, re-creada, refundada y funcional para el Mundo y la Humanidad en el Siglo XXI, pueden asumirse los grandes Retos de este Tiempo.

Nuestro Gobierno y nuestro Pueblo, abogamos por un Mundo con Valores, donde los Seres Humanos podamos contar con lo mejor de nosotr@s mism@s, para fomentar las mejores condiciones posibles para el Desarrollo Justo, Sostenible, Equitativo, Seguro, Soberano, y para que los Avances de la Ciencia, la Tecnología, reflejados en todos los ámbitos de nuestras Vidas, sean accesibles y compartidos por tod@s.

El Gobierno y el Pueblo de Nicaragua espera que de la Conferencia de París, COP21, surja un Compromiso con la Justicia Climática, así como una indispensable Política de Indemnización, convertida en Cooperación directa e incondicional.

Los emisores y responsables de la depredación, la degradación, y los desajustes deben reconocer nuestras pérdidas, y contribuir con la recuperación, para restituir el Derecho a la Salud y a la Vida de la Madre Tierra y de los Pueblos del Mundo.

Nicaragua aboga por un Mundo Solidario y Complementario, y por la refundación de Naciones Unidas, para que prevalezca el Interés de tod@s, y la Capacidad de hablar y escucharnos en Igualdad de Condiciones, todos los Estados Miembros. También aboga por un rol respetuoso, responsable, y ético, de las Agencias de Naciones Unidas. Ajeno a cualquier forma de Injerencismo, Interferencia e Intervención en los Asuntos Internos de Estados Soberanos.

Nuevamente nuestro Saludo, y la Esperanza del Pueblo nicaragüense, de que en este 70 Aniversario, el Compromiso que asumamos resulte en un Proceso abierto y profundo de Reflexión, para la Transformación obligatoria, para la reinvención y democratización de Naciones Unidas.

Desde Nicaragua, de Darío y Sandino, Bendita, y Siempre Libre, estamos comprometidos con todas las Iniciativas que nos lleven a re-crear, reinventar y refundar las Naciones Unidas, cumpliendo con la creciente demanda de una Organización Democrática, que sirva al Interés Supremo de la Seguridad Soberana, de la Justicia, y de la Paz en el Mundo.

Que las Naciones Unidas cumplamos con nuestro rol de propiciar Diálogos, Respeto, Entendimiento, Seguridad en Soberanía, Paz y Porvenir, sin injerencias, ni dependencias, sino, trabajando, en pie de igualdad, es decir, con Todos, para Todos, por el Bien de Todos. Así sea !

Mister President:

Greetings from the People of Nicaragua, from our President, Comandante Daniel Ortega Saavedra, wishing you success in your undertaken responsibilities.

Today I come to this General Assembly to present the position of Nicaragua and of

our President, Comandante Daniel Ortega Saavedra. I shall, therefore, deliver the message of our Head of State and Government.

Distinguished Delegates:

This Seventieth General Assembly commemorates the 70th Anniversary of our Organization. Seven decades ago, 51 states signed the Charter of the United Nations. Nicaragua is a Founding State. The World was then emerging from a terrible war, and Humanity claimed for Peace, Peace, Peace, as was said by our Immortal Ruben Dario.

Since October 24th, 1945 the United Nations Organization, was projected to the World as an Entity propitiator of Peace, but, from its foundation until today, the stated objectives have been frustrated.

Upon completion of the 70th Anniversary, we are now 193 Member States, and the Organization we formed, in a completely different World, must be transformed.

We live on a Planet with more population, and threatened by multiple challenges of high complexity. A world where Egotism, Arrogance and Interference have altered and completely broken the Right to Peace, Sovereign Security and Life, for millions of Human Beings.

We therefore, demand of ourselves for a deep reflection to reinvent, democratize and refound the United Nations.

We want an Organization with equal Rights for all its Members, and more efficacy regarding the challenges of Justice and Equitable, Sustainable, Secure and Sovereign Development, but foremost: Peace.

The increasing greed of Global Capitalism, particularly in the Middle East and Africa, has caused wars, has created, fostered, cultivated and used fanaticism and terrorism, spreading insecurity, destruction, and causing all forms of crisis, military, food, environmental, labor, humanitarian, in proportions and of infinite consequences.

Forced and brutal displacement of thousands of people, including Elderly, Children, entire Families, from Countries, that before were developed, such as Syria, Libya, Iraq and sub-Saharan Africa, lays bare the true nature of wars, of terrorism, and conflicts which we live, created and promoted by the greed of the Empire of Global Capitalism.

We all have stated that this situation will get worse, unless we act together, to address and resolve the causes of so much distress, barbarism and catastrophe.

Our Organization should encourage Respect, Peace, Sovereign Security, Justice and Solidarity among human beings. Our Organization must respond to this barbaric intervention and interruption, of Tranquility and the Right to Prosperity, in the lives of millions of families. Of Countries and Peoples.

Our Organization must respond to the challenges of our Time with Measures and Actions that reflect the Supreme Interests of the People: Respect, the inviolability of Sovereignty, the recognition of Patrimonial Natural Resources, the promotion of Security, Justice and Peace.

It should not be ignored that the compliance of the so-called Millennium Development Goals was hindered by the awful impact of wars and terrorism, born and encouraged by the Empires.

Similarly, the maladjustment or Climate Change, the unusual frequency of earthquakes and volcanic eruptions, Disasters, Epidemics, Droughts, Floods, Landslides, all known Calamities, have shown no mercy in the most impoverished Countries.

Countries and peoples who lived in plenitude of compliance with the MDGs, such as Syria, Libya, Iraq, have been intervened, and devastated by terrorisms that are promoted to sustain Imperial invasions and wars. And all is disguised as internal conflict, brought about in an effort to seize and dominate our natural resources.

There is no region of the world where the Imperial hand in not shown, in the form of intrigue, aggression, manipulation, and all kinds of interference, articulated against Legitimate Democratic Processes, destined to weaken Governments, and to influence on the institutions, altering the Harmony, and generating interested interruption in the Social, Political and Economic Life of our People.

In Latin America and the Caribbean, we have reiterated our Willingness to confirm into a Zone of Peace and Fair Development, and our commitment to advance creating conditions, in each Country and in the Region, to achieve, through Dialogue and Encounters, firm and enduring Peace and Justice.

The pending MDGs Agenda, and the New World Agenda for the Struggle against Poverty, passes through the top priority: Recuperating Peace, Sovereign Security, the Respect for Independence, for the Natural Resources of every People, for Dignity and for Cultures.

To Work for Justice; to work for Equality; to work for Development, passes through installing a Culture of Encounter, Dialogue, Consensus. Passes through the recovery of the Essential Values of Humanity. Passes through the end of wars and terrorism, created and nurtured, and through the constructive work of dialogue and respectful affirmation of Security Sovereign and Peace.

Nicaragua, the Government of Reconciliation and National Unity has worked to advance against Poverty, as it is stated in National and International Indicators.

From this commitment, in compliance, and from a Government, a Country and a People who are committed to the Rights, Welfare and Security of the Nicaraguan Families, we are proposing here, at the United Nations,

and to the United Nations, the responsibility of assuming the indispensable outstanding Battles.

We must work for Justice, Peace, Respect, Dialogue and Sovereign Security in the world. To do this, we must foster the indispensable Transformations for this Organization to serve the interests of all its Members.

We want to underline that during the Presidency of this Assembly, in 2008, Father Miguel D’Escoto developed precisely these Ideas and Proposals, fulfilling the Mandate of Nicaragua to lay the groundwork for the discussion of these changes, with the Base Document for Reinventing United Nations.

We believe that the great Challenges of this Time can only be assumed from an Equitable and Democratic United Nations Organization, that is recreated, re-founded and functional for the World and Humanity in the Twenty-First Century.

Our government and our People, advocate for a World with Values, where Human Beings can count on the best of ourselves, to foster the best possible conditions for Just, Sustainable, Equitable, Secure, Sovereign Development, and for the Advancements of Science, of Technology, are reflected in all areas of our lives, and are accessible and shared by all.

The Government and People of Nicaragua hopes that out of the Paris Conference, COP21, a Commitment to Climate Justice emerges, as well as an indispensable Compensation Policy converted into direct and unconditional Cooperation.

Emitters and responsible for the depredation, degradation, and maladjustment must acknowledge our losses, and contribute to the recovery, to restore the Right to Health and Life of Mother Earth and the Peoples of the World.

Nicaragua advocates for a Complementary World in Solidarity, and for the re-foundation of United Nations, to prevail the interest of all, and for the ability of all Member States to talk and listen to each other on equal terms. Also advocate for a respectful, responsible, and ethical role of the United Nations Agencies. Alien to any form of interventionism, interference and intervention in the Internal Affairs of Sovereign States.
Again our Greeting, and the Hope of the Nicaraguan People, that in this 70th Anniversary, the Commitment we make result in an open and deep Reflection Process, for the mandatory Transformation, for the reinvention and democratization of the United Nations.

From Nicaragua of Dario and Sandino, Blessed, and Forever Free, we are committed to all the initiatives that will lead to recreate, reinvent and re-found the United Nations, meeting the growing demand for a Democratic Organization that serves the Supreme Interests of Sovereign Security, Justice, and Peace in the World.

That the United Nations fulfill our role to foster Dialogues, Respect, Understanding, Security in Sovereignty, Peace and Future, without interference, or dependencies, but working on an equal footing, that is, with All, for All, for the Good of All. So be it!
