CHINA / Este 3 de noviembre, en la ciudad de Zhengzhou, China, dio inicio la 18 Cumbre Empresarial China – América Latina y el Caribe, un importante espacio de cooperación económica que reúne a 27 países de la región. El evento es organizado por el Gobierno de la República Popular China a través del Consejo Chino para la Promoción de las Inversiones y el Comercio (CCPIT).
Nicaragua participa con una destacada delegación oficial, integrada por los compañeros Laureano Ortega Murillo, Asesor Presidencial; Fernando Sánchez, Director de la Comisión de Zonas Francas; Karina Mejía, Directora de la Secretaría de Inversiones y Exportaciones; y Ramiro Cruz, Embajador de Nicaragua en China.
Durante la ceremonia inaugural, el compañero Laureano Ortega Murillo brindó las palabras de apertura junto al camarada He Baoxiang, Vicepresidente del Comité Consultivo Político de la República Popular China; el camarada Ren Hongbin, Presidente del CCPIT; y el camarada Liu Ning, Secretario General del PCCh de la Provincia de Henan.
FORTALEZA DE LA HERMANDAD
En su intervención, Laureano Ortega Murillo transmitió los saludos de los CoPresidentes de Nicaragua, Comandante Daniel Ortega y Compañera Rosario Murillo, al Presidente Xi Jinping, al Partido Comunista de China y al pueblo chino, reafirmando los lazos de amistad y solidaridad entre ambas naciones.

Destacó la hermandad histórica entre el Frente Sandinista de Liberación Nacional (FSLN) y el Partido Comunista de China (PCCh), subrayando los logros alcanzados en materia de cooperación bilateral desde el restablecimiento de relaciones diplomáticas en 2021.

Asimismo, reiteró el apoyo de Nicaragua a las iniciativas del Presidente Xi Jinping y a los cinco programas de cooperación entre China y América Latina y el Caribe, impulsados en mayo pasado.
NUEVAS OPORTUNIDADES DE INVERSIÓN
El Asesor Presidencial resaltó la entrada en vigor del Tratado de Libre Comercio entre Nicaragua y China, que potencia la llegada de nuevas inversiones y proyectos productivos.

Finalmente, presentó la Iniciativa de Zonas Económicas Especiales de la Franja y la Ruta, aprobada recientemente por la Asamblea Nacional, como una herramienta para promover inversiones, fomentar la industrialización y crear empleos en beneficio del pueblo nicaragüense.

Ante todo, permítanme trasladar los saludos calurosos y fraternos de los Copresidentes de la República de Nicaragua, el Comandante Daniel Ortega y la Compañera Rosario Murillo, al Presidente de la República Popular China, Camarada Xi Jinping; al Partido Comunista de China, a su Pueblo, a su Gobierno, y a todos los que asisten, a este importante Evento.
Estamos aquí para participar en esta XVIII Cumbre Empresarial China América Latina y el Caribe, en la histórica Ciudad de Zhengzhou, en la Provincia de Hena.
Estamos aquí para fortalecer estos Lazos de Hermandad entre Nicaragua y China, unos Lazos que están cimentados en la relación histórica de Hermandad entre el Partido Comunista de China y el Partido Frente Sandinista de Liberación Nacional de Nicaragua.
El año pasado tuvimos el honor de ser el País anfitrión de esta Cumbre en su Edición Número 17. Fue un verdadero honor que Nicaragua haya sido seleccionada para organizar un Evento trascendental. Ha contado con la participación de más de más de 450 empresarios chinos, y por supuesto la Comunidad Empresarial y Gobiernos de Nuestra América Latina y Caribeña.
Nosotros queremos reiterar en esta ocasión, que Nicaragua apoya firmemente todas las Iniciativas que han sido planteadas por el Presidente Xi Jinping, la Iniciativa de la Franja y la Ruta, la Iniciativa de Desarrollo Global, de Seguridad Global, de Gobernanza Global, Iniciativas Fundamentales para un Desarrollo justo, con beneficio compartido entre los pueblos. Pero no solo para eso, sino también para la preservación misma de la Especie Humana, de la Comunidad Humana.
En tiempos convulsos todas estas Iniciativas nos dan una luz de Esperanza, de que podemos avanzar juntos hacia un Futuro Mejor.
Hemos tenido el honor también de participar en el Mes de Mayo en China, en Beijin, en la IV Reunión Ministerial del Foro China-CELAC; donde el Presidente Xi ha presentado los 5 Programas de Cooperación, los cuales también apoyamos plenamente, firmemente: El Programa de Solidaridad, de Desarrollo, de Civilizaciones, de Paz y de Conectividad Pueblo a Pueblo. Esos Programas demuestran ese compromiso del Presidente Xi, de China, de promover el desarrollo de los Países del Sur Global, de llevar esa Cooperación a todos nuestros Pueblos, basándose en el trato respetuoso, igualitario, sin injerencias, sin condiciones.
Esa es la labor de China por el Mundo, que promueve la Paz, promueve el Desarrollo, promueve la Cooperación en beneficio de tod@s.
Entre Nicaragua y China hemos venido desarrollando a una velocidad extraordinaria nuestras Relaciones de Cooperación, en todos los campos, y muy especialmente en la Cooperación Económica y Comercial.
Hemos restablecido las Relaciones Diplomáticas en el año 2021, y en tiempo récord hemos negociado y firmado un Tratado de Libre Comercio que entró en vigor en el año 2024.
Esto ha fomentado la llegada a Nicaragua, de empresarios, empresas chinas que están desarrollando inversiones, comercio, en todos los campos. Y estamos así también fomentando la exportación de los productos nicaragüenses al gran mercado chino.
Estamos participando anualmente en la Feria de Importaciones de China-Shanghái, estaremos allí también en los próximos días. Y estamos desarrollando Proyectos con las grandes empresas chinas, con prácticamente todos los sectores de Nicaragua: Infraestructura, Telecomunicaciones, Energía, Minería, Pesca, Agricultura, Banca, Finanzas; Industrialización.
Y estamos convencidos que de la mano de los Hermanos chinos vamos a lograr erradicar la Pobreza Extrema en Nicaragua, siguiendo el ejemplo del gran Pueblo Chino, siguiendo el ejemplo del Presidente Xi Jinping, que lo han logrado aquí en China, erradicar la Pobreza Extrema.
Nicaragua y América Latina, de la mano con el gran pueblo chino, podemos también lograr ese objetivo.
El día de hoy también queremos reiterar, nuestra firme condena y rechazo a las Políticas de agresión que viene llevando a cabo el Gobierno estadounidense y sus aliados europeos, en contra de China, en contra de Nicaragua, en contra de Venezuela, en contra de Cuba, en contra de los Pueblos Libres del Mundo.
Nuestro firme rechazo y condena a las denominadas Sanciones, al terrorismo económico, a las guerras comerciales, a las guerras arancelarias, de las cuales nadie sale vencedor.
Son Políticas que viene promoviendo el hegemonismo, tratando de imponer como ha sido siempre su mentalidad y su modalidad imperial. Pero, gracias a los grandes avances que ha logrado la República Popular China, tenemos aquí un Pueblo Hermano que hace frente a esas agresiones, y que nos acompaña a los Pueblos Libres del Mundo, a hacerle frente a esas agresiones, estar unidos para salir adelante, luchando por nuestra Soberanía, Dignidad y Libertad Plena.
También queremos reiterar nuestra firme defensa al Principio de Una Sola China, Nicaragua se mantiene y se mantendrá firme, defendiendo ese Principio en todos los Organismos y Foros donde compartimos con la República Popular China. Y aspiramos y tenemos Fe en la reunificación de este gran Pueblo.
Dando seguimiento a esa Relación Especial que existe entre Nicaragua y China, siguiendo el ejemplo de las grandes Iniciativas planteadas por el Presidente Xi Jinping, y en aras de fomentar el comercio y las inversiones con nuestros Hermanos de la República Popular China, en base a nuestra Asociación Estratégica, porque nuestra relación es ya, una Asociación Estratégica.
Nuestro Gobierno ha aprobado a través de la Asamblea Nacional, la Ley que ha creado la Iniciativa de Zonas Económicas Especiales de la Franja y la Ruta en Nicaragua.
A través de esta Iniciativa, todas las empresas, especialmente las empresas chinas que se instalen bajo este régimen en Nicaragua, estarán exoneradas de todos los Impuestos durante todo el tiempo que operen en nuestro País, y tendrán mecanismos de facilitación para la instalación y operación de sus empresas en Nicaragua.
Vamos a tener también tarifas preferenciales en Energía, en Techo Industrial, y la posibilidad de contar con terrenos estatales que puedan ser aportados para los Programas y Proyectos de Inversión, y mecanismos de facilitación a través de Ventanillas Únicas que atenderán las gestiones portuarias, marítimas, aéreas.
Porque se trata de empresas que se dediquen especialmente a la transformación, a la industrialización, al procesamiento, y que haya mayor productividad en nuestro País de cara a la exportación, y así generar miles y miles de empleos para el Pueblo nicaragüense.
Así que, el día de hoy, queremos invitar a toda la Comunidad Empresarial china, que aprovechemos esta nueva, innovadora herramienta que ha puesto a disposición nuestro Gobierno, siguiendo los ejemplos de China.
Sabemos que han implementado este tipo de regímenes de políticas que incentiva, la creación de más empleos, de inversiones, y dinamismo económico y comercial. Así que, queremos reiterar nuestro agradecimiento por tomarnos en cuenta para asistir a esta Ceremonia de Inauguración. Y queremos reiterar, que somos Hermanos, que vamos a apoyar a nuestros Hermanos chinos.
Y a nuestros Hermanos latinoamericanos, que estemos Unidos con nuestros Hermanos chinos, para salir adelante hacia el Desarrollo y el Bienestar de nuestros Pueblos. Que tengan todos, éxitos en sus trabajos durante esta Cumbre.

Dear friends, everyone.
First of all, allow me to convey warm and fraternal greetings from the Co-Presidents of the Republic of Nicaragua, Comandante Daniel Ortega and Compañera Rosario Murillo, to the President of the People’s Republic of China, Compañero Xi Jinping; to the Communist Party of China, to its People, to its Government, and to all those who are attending this important Event.
We are here to participate in this XVIII Business Summit of China, Latin America and Caribbean, in the historic City of Zhengzhou, in the Province of Henan.
We are here to strengthen these Bonds of Brother and Sisterhood between Nicaragua and China, ties based on the historical fraternal relationship between the Communist Party of China and the Sandinista National Liberation Front Party of Nicaragua.
Last year we had the honor of being the host Country of this Summit in its 17th Edition. It was a real honor that Nicaragua was selected to organize such a momentous Event. It had the participation of more than 450 Chinese businessmen, and of course the Business Community and Governments of Our Latin America and the Caribbean.
We would like to reiterate on this occasion that Nicaragua firmly supports all the Initiatives that have been proposed by President Xi Jinping, the Belt and Road Initiative, the Initiatives for Global Development, Global Security, Global Governance, fundamental Initiatives for a just Development, with benefit shared among Peoples. But not only for that, but also for the very preservation of the Human Species, of the Human Community.
In turbulent times, all these Initiatives give us a glimmer of Hope, that we can move forward together towards a Better Future.
We have also had the honor to participate in the Month of May in China, in Beijing, in the IV Ministerial Meeting of the China-CELAC Forum; where President Xi presented the 5 Cooperation Programs, which we also fully, firmly support: The Program of Solidarity, Development, Civilizations, Peace and People-to-People Connectivity. These Programs demonstrate the commitment of President Xi of China to promote the development of the countries of the Global South, to bring cooperation to all our Peoples, based on respectful, equal treatment, without interference, without conditions.
That how China works around the World, promoting Peace, promoting Development, promoting Cooperation for the benefit of everyone.
Between Nicaragua and China we have been developing our Cooperation Relations at an extraordinary rate, in all fields, but especially in Economic and Commercial Cooperation.
We re-established Diplomatic Relations in 2021, and in record time we have negotiated and signed a Free Trade Agreement that entered into force in 2024.
This has encouraged the arrival to Nicaragua of entrepreneurs, Chinese companies that are developing investment and trade, in all fields. And we are also promoting the export of Nicaraguan products to the large Chinese market.
We participate annually in the China-Shanghai Import Fair, we will be there also in the next few days. And we are developing Projects with large Chinese companies, with practically all sectors of Nicaragua: Infrastructure, Telecommunications, Energy, Mining, Fishing, Agriculture, Banking, Finance; Industrialization.
And we are convinced that with the help of our Chinese Sisters and Brothers we are going to achieve the eradication of Extreme Poverty in Nicaragua, following the example of the great Chinese People, following the example of President Xi Jinping, who have achieved it here in China, eradicating Extreme Poverty.
Nicaragua and Latin America, hand in hand with the great Chinese people, can also achieve that goal.
Today we also want to reiterate our firm condemnation and rejection of the policies of aggression carried out by the US Government and its European allies, against China, against Nicaragua, against Venezuela, against Cuba, against the Free Peoples of the World.
Our firm rejection and condemnation of the so-called sanctions, economic terrorism, trade wars, tariff wars, from which no one emerges victorious.
These are policies hegemonism has been promoting, trying to impose its mentality and its imperial modality as it has always done. But, thanks to the great advances the People’s Republic of China has achieved, we have here a fraternal People which stands up to this aggression, and accompanies us, the Free Peoples of the World, to stand up to this aggression, united as we move forward, striving for our Sovereignty, Dignity and Complete Freedom.
We also want to reiterate our firm defense of the Principle of One China. Nicaragua remains and will remain firm, defending that Principle in all the Organizations and Forums in which we share with the People’s Republic of China. And we aspire to and have faith in the reunification of this great People.
We are following up on the Special Relationship that exists between Nicaragua and China, following the example of the great Initiatives proposed by President Xi Jinping, in order to promote trade and investment with our Brothers and Sisters in the People’s Republic of China, based on our Strategic Partnership, because our relationship is already a Strategic Partnership.
Our Government has approved, through the National Assembly, the Law creating the Belt and Road Special Economic Zones Initiative in Nicaragua.
Through this Initiative, all companies, especially Chinese companies operating under this regime in Nicaragua, will be exempt from all taxes for the entire time they operate in our country, and will have mechanisms to facilitate the installation and operation of their companies in Nicaragua.
We will also have preferential arrangements on Energy, on Industrial Limits, and the possibility of having State lands available for Investment Programs and Projects, as well as facilitation mechanisms through a Single Office attending to port, maritime, and air management.
Because these are companies that dedicated especially to transformation, industrialization, processing, and there is greater productivity in our country for exports, so as to generate many thousands of investment, and greater economic and commercial dynamism. So, we want to reiterate our gratitude for taking us into account to attend this Opening Ceremony. And we want to reiterate, that as Brothers and Sisters, we are going to support our Chinese Brothers and Sisters.
And to our Latin American Brothers and Sisters, let us be united with our Chinese Sisters and Brothers, so as to make progress towards the Development and Well-being of our Peoples.
May you all enjoy success in your work during this Summit.
