Posición del Gobierno de Nicaragua en la reunión del Consejo de Ministros de Relaciones Exteriores del SICA

NICARAGUA / Mensaje y posición del Gobierno de Nicaragua en la Reunión Virtual Extraordinaria del Consejo de Ministros de Relaciones Exteriores del Sistema de la Integración Centroamericana (SICA).

MENSAJE Y POSICIÓN DEL GOBIERNO DE RECONCILIACIÓN Y UNIDAD NACIONAL, EN LA REUNIÓN VIRTUAL EXTRAORDINARIA DEL CONSEJO DE MINISTROS DE RELACIONES EXTERIORES DEL SISTEMA DE LA INTEGRACIÓN CENTROAMERICANA (SICA)

Estimadas Ministras y Ministros de Relaciones Exteriores de los Países Miembros del SICA. Les transmitimos el cordial saludo de Presidencia de la República de Nicaragua.

  1. Ante los planteamientos de la República de Costa Rica y Guatemala, reafirmamos que la Federación de Rusia fue admitida como observador ante el SICA mediante Acuerdo del Consejo de Ministros de Relaciones Exteriores del 13 de diciembre de 2018. Dicho Acuerdo se encuentra vigente.
  1. La Federación de Rusia fue admitida por consenso del Consejo de Ministros de Relaciones Exteriores (CMRE) tomando en cuenta el cumplimiento de los requisitos establecidos en el Protocolo de Tegucigalpa referidos a los objetivos y propósitos del De igual forma, con los requisitos señalados por el Reglamento para la Admisión de Observadores ante el SICA y en base a solicitud de la Federación de Rusia del 26 de marzo de 2015 para ser observador ante el SICA, expresando su voluntad de avanzar en el fortalecimiento de los lazos multifacéticos, así como el apoyo en los procesos de integración de la región.
  1. Costa Rica y Guatemala plantean que la SG-SICA posponga el proceso de formalización del acuerdo de admisión de Rusia como Estado observador ante el SICA.
  1. El Reglamento de Admisión de Observadores ante el SICA no contempla la suspensión de un proceso de formalización del acuerdo con un Estado que ya ha sido admitido como Por consiguiente la intención planteada por Costa Rica y Guatemala es improcedente, no tiene cabida, no es aceptable.
  1. Las decisiones de los Consejos son de obligatorio cumplimiento. La cuestión de Rusia–Ucrania, es un tema que está fuera de la agenda regional. Puede ser un tema de relaciones bilaterales de los Estados, no cabe como tema de discusión del SICA.
  1. El planteamiento de Costa Rica y Guatemala, pretende por la vía de hecho dejar sin efecto un Acuerdo legalmente adoptado, rompiendo el consenso para materializar dicho Acuerdo aprobado por los países SICA, con las formalidades y procedimientos establecidos.
  1. La posición de Nicaragua es que el Secretario General del SICA debe cumplir y llevar a cabo las decisiones de los Presidentes y Consejo de Ministros de Relaciones Exteriores y dar continuidad y finalización al proceso de firma para la participación plena de Rusia como Observador, cumpliendo como corresponde con el Acuerdo del Consejo de Ministros de Relaciones Exteriores 03-2018.
  1. El Presidente Daniel Ortega, en su Mensaje pronunciado en Reunión con la Delegación de la Agencia China de Cooperación Internacional para el Desarrollo (CIDCA), el sábado 15 Abril, hace dos días expresó que dejamos claro que no se puede bloquear la incorporación de la Federación Rusa como Observadora en el SICA, no se puede revertir una decisión ya tomada, lo que si debe revertirse es la presencia de Taiwán en el SICA; ya que no tiene razón de ser porque es una base militar yanqui, con un Gobierno impuesto por los gringos, que esta incrustado en un sistema de asociación de Estados independientes, autónomos, de la región Es un absurdo que donde hay mayoría de países que tienen relación con la República Popular China, en el SICA se mantenga Taiwán, que solamente lo reconocen dos países y por otro lado quieren bloquear la integración de naciones como Rusia que tiene relación con todo Centroamérica. Aquí no hay más alternativa y lo dejamos claro a Guatemala y Belice, que el SICA no puede seguir admitiendo a Taiwán dentro de su Sistema; que esa base militar yanqui que se llama Taiwán tiene que ser retirada, expulsada del SICA, y damos la bienvenida a la República Popular China, que al contar con mayoría de países con Relaciones Diplomáticas se convierte en un importante aliado y Miembro Observador de los países del SICA.
  1. Esta es la posición expresada por el Compañero Presidente de Nicaragua Comandante Daniel Ortega Saavedra y pedimos a la Secretaría General del SICA quede anotado en Acta, para darle continuidad conforme los procedimientos establecidos en el SICA y la posición clara de nuestro Gobierno.

MESSAGE AND POSITION OF THE GOVERNMENT OF RECONCILIATION AND NATIONAL UNITY IN THE VIRTUAL EXTRAORDINARY MEETING OF THE COUNCIL OF MINISTERS OF FOREIGN AFFAIRS OF THE CENTRAL AMERICAN INTEGRATION SYSTEM (SICA)

Dear Ministers of Foreign Affairs of SICA Member Countries. We convey to you the cordial greetings of the Presidency of the Republic of Nicaragua.

  1. Given the proposals by the Republic of Costa Rica and Guatemala, we reaffirm that the Russian Federation was admitted as an observer to SICA by Agreement of the Council of Ministers of Foreign Affairs of 13th December, 2018. Said Agreement is in effect.
  2. The Russian Federation was admitted by consensus of the Council of Ministers of Foreign Affairs (CMRE) taking into account compliance with the requirements established in the Tegucigalpa Protocol, referring to the objectives and purposes of the system. Likewise, with the requirements indicated by the Regulations for the Admission of Observers to SICA and based on the request of the Russian Federation of 26th March, 2015 to be an Observer to SICA, expressing its willingness to advance in the strengthening of multifaceted ties, as well as support in the region’s integration processes.
  1. Costa Rica and Guatemala propose that the SG-SICA postpone the process of formalizing the agreement for the admission of Russia as an Observer State before SICA.
  1. The Regulations for the Admission of Observers to SICA do not contemplate the suspension of a process to formalize the agreement with a State that has already been admitted as an observer. Consequently, the intention put forward by Costa Rica and Guatemala is inappropriate, it has no place, it is unacceptable.
  1. The decisions of the Council are binding. The Russia-Ukraine subject is an issue that is off the regional agenda. It can be a matter of bilateral relations of the States, it has no place as a topic of discussion of SICA.
  1. The approach of Costa Rica and Guatemala intends to de facto nullify a legally adopted Agreement, breaking the consensus to materialize said Agreement, approved by the SICA countries, with the established formalities and procedures.
  1. Nicaragua’s position is that the Secretary General of SICA must comply with and carry out the decisions of the Presidents and the Council of Ministers of Foreign Affairs, giving continuity and completing the signing process for the full participation of Russia as an Observer, complying with Agreement 03-2018 of the Council of Ministers of Foreign Affairs.
  1. President Daniel Ortega, in his message delivered in a meeting with the Delegation of the Chinese Agency for International Development Cooperation (CIDCA), on Saturday, 15 April, two days ago, stated that we made it clear that the incorporation of the Russian Federation as an Observer in SICA, is a decision already made and which cannot be reversed; what should be reversed is the presence of Taiwan in SICA, since it has no reason to exist because it is a Yankee military base, with a government imposed by the gringos and which is embedded within a system of association of independent, autonomous States of the Central American region. It is absurd that where there are a majority of countries that have relations with the People’s Republic of China, Taiwan remains in SICA, which is only recognized by two countries, and on the other hand, they want to block the integration of nations like Russia that has relations with all of Central America. There is no alternative and we make it clear to Guatemala and Belize, SICA cannot continue admitting Taiwan into its System; the Yankee military base called Taiwan has to be withdrawn, expelled from SICA, and we welcome the People’s Republic of China, which, having a majority of countries with Diplomatic relations, becomes an important ally and Observer Member of the SICA countries of SICA.
  1. This is the position expressed by the Comrade President of Nicaragua Comandante Daniel Ortega Saavedra and we ask the General Secretariat of SICA to record it in the Minutes of the Meeting, to ensure continuity in accordance with the procedures established in SICA and the clear position of our Government.
